I4~ <br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />VILLAGE OF HAYFIELD <br />October 29, 1979 <br />The Council of the Village of Mayfield met in Special Session on <br />Monday, October 29, 1979 at 7:50 P.M. in the Village Hall. Pres- <br />ident Vince Busa presided. <br />Roll Call: Present: Messrs., Bennett, Busa, Flynn, Mr Hanus and <br />Miss Trask (Mr. Grogan arrived at 7:55 P.M.) <br />Absent: Mr. Boger <br />Also Present: Mayor Beebe, Robert Beatty, Dale Feneli, Gus Amendola, <br />Steve Hovancsek, Acting Chief, Sgt. Donald Smith _(Mr. <br />Avery arrived at 8:00 P.M.) <br />Mr. Busa stated the purpose of the meeting was to discuss the Beech <br />Hill Pumping Station, an Alarm System and the Meadowood Storm Outlet; <br />and any other matter that may come before Council. <br />Mayor Beebe stated that he had been contacted by an alarm system company <br />wanting to install the system in our Police Department at no cost to <br />` the Village. It would be a 50 unit system with a projected income of <br />$120 per year per unit. This would have to be covered with an ordinance. <br />Presently, the bank at the new.Heinen's Store is interested and in <br />view of the recent robberies in the Aintree Park area, residence would <br />be interested in this service. To bring Council up to date, the Police <br />have been very busy with these robberies plus check forgery (capturing <br />five suspects) and going to N.Y. to pick up a run-a-way teenage girl <br />which required a female dispatcher to accompany the officer on the trip. <br />This alarm system would speed up response time plus additional revenue <br />for the Village. <br />Sgt. Smith explained to Council in detail the proposal of the Clark <br />Electric Company. This company has installed systems in University <br />Heights, Pepper Pike as well as others and comes highly recommended. <br />Mr. Avery explained the system with regard to a fire alarm, an armed <br />robbery or burglary. There would be different sounds according to <br />the type of alarm. <br />Discussion was held with regard to fees. <br />Mr. Bennett questioned the matter of false alarms <br />Mr. Avery explained that the ordinance spells out that after three <br />false alarms, a fine is charged. This penalty is larger than a service <br />call thus encouraging the owner to have his system repaired. Another <br />way to enforce maintenance is to discontinue service after several <br />false alarms rather than try to collect the penalty. <br />
