~5~ <br />Mr. Flynn questioned who could make the E.P.A. do something about it; <br />you can't burn leaves in the Village or the E.P.A. will fine you but <br />raw sewage is being dumped into the backyards and nothing is being done. <br />Mr. Grogan said it is up to Council to make the decision not the Law <br />Director and the. Mayor. We have been waiting for this meeting and don't <br />know why now all of a sudden something has to be done. A moratorium is <br />very serious and should be given careful consideration. <br />Mayor Beebe said he believed his telegram to the Commissioners, after no <br />reply to letter after letter, was what triggered this meeting and ques- <br />t;~ned Steve if we do not have the largest pumping station in the area. <br />Steve confirmed that we do. <br />Mr. Bennett questioned what Mr. Avery meant when he said that we allowed <br />this to happen.' <br />Mr. Avery clarified that the equipment was put in according to our code. <br />Mr. Hovancsek clarified the situation at the time of the installation <br />of the Holding Tank. <br />I~IX. Avery, at Mr. Busa's request, made a recommendation that a building <br />moratorium be placed in the Village of Mayfield until after the meetin <br />of November 5th and until such time that the Council has the opportune <br />to reconsider. <br />Mr. Flynn and Mrs Hanus stated they would be willing to make a motion <br />to that recommendation. <br />Mr. Bennett stated that if Mayfield Heights and Highland Heights are <br />not doing the same then we would be waisting our time. <br />Mr. Grogan advised holding off until after the meeting. <br />Mr. Avery commented that the Village would be asking the Commissioners <br />to do something that they were not willing to do themselves. <br />Mrs. Hanus asked what we were going to do once the Four Seasons sewage <br />from the 500 units start flowing. <br />Mr. Feneli stated that the Village could place an injunctive action <br />on neighboring communities to stop any further issuing of building <br />permits that would effect the Pumping station. <br />Mr. Busa, seconded by Mr. Grogan, made a motion to authorize the Mayor, <br />Law Director and members of Council attending the meeting of the Northeast <br />Ohio Regional Sewer District on November 5th, to request a Regional <br />Building Moratorium of those effecting the Beech Hill Pumping Station <br />until the situation of raw sewage being dumped into the stream ~is re- <br />solved. <br />Roll Call: AYES: All <br />~aAYS : I~'one <br />Motion Carried <br />Authorization Given <br />
