Leech <br />June 19, 1975 <br />TOs Clerk of Council, Members of Council, Village of <br />Mayfield Village <br />Re; Ordinance 75-19 passed by Council on June 16, 1975 <br />A Mayor must not veto legislation upon whim, emotion or <br />without much forethought and contemplation for his action <br />nullifies the will of the legislative authority which was <br />created specifically to speak for the people® A Mayor's veto <br />should only be exercised when the Mayor, also responsible directly <br />to the people, feels that the Council has misread the desires of <br />the individual Villagers or when the Legislature has acted unwisely, <br />i or without sufficient investigation and discussion. <br />~l <br />~~- With these guidelines in mind I am hereby vetoing Ordinance <br />75-19, passed by Council on June 16, 1975, or if permitted by <br />the Village Charter, Article IV, Section 6 (according to a ruling <br />by the Village Law Director) I veto only that portion of Section 1 <br />of 75-19, relating to the increase in the Mayor's salary. <br />My .reasons are as follows a <br />(1) Money paid to a public official in a Village such as <br />Mayfield should not be the criterion for service. While adminis- <br />tration of the Village requires dedication, diligence, selfless- <br />ness, perseverance and good hard thinlcing, these attributes will <br />not be assured by raising the Mayor's salary from $3,600 per year <br />to $5,200, Either salary is too low to attract capable people <br />solely on the basis of pay. <br />(2) We should not raise the part-time Mayor°s salary unless <br />it be to a range which is at least half of the Fire Chief's <br />salary or the Police Chief's salary (both full-time administrators). <br />This means the Mayor would be paid $7,500 to $8,000 per year. <br />Such an increase would be over a 100/ increase in 8 years--the <br />last raise in the Mayor's salary took place in 1967. Neither the <br />duties of the office nor the increase in the cost of living justify <br />such an increase--or even the increase to $5,200 as Council stated <br />in Ordinance 75-19® <br />
