<br />Date for the first meeting will be Thursday, August 5, 1976 at <br />8:00 P.M. This is an open meeting. <br />Resolution 947, entitled; "A RESOLUTION APPOINTING A BOARD TO HEAR <br />OBJECTIONS TO ESTIMATED ASSESSMENTS WITH RESPECT TO THE IMPROVEMENT <br />OF BEECH HILL ROAD NORTHERLY FROM ITS INTERSECTION WITH SENECA DRIVE, <br />A DISTANCE OF APPROXIMATELY 685 FEET, BY THE PAVING THEREOF" <br />was <br />introduced by , <br />Mr. Buses. <br />Mr. Buses, seconded by Mr. Schulte, made a motion to adopt <br />Resolution 947. <br />Mr. Bennett questioned if bids came in lower than estimated, would <br />assessments be lowered. Mr. Relic replied yes and homeowners would <br />be notified. <br />Mr. Bennett also asked what the reasons were for objection? Mr. Relic <br />stated the method of determining the amount of assessments. <br />Roll Call: AYES: Messrs., Barclay, Bennett, Bordonaro, Buses, <br />Flynn, Grogan and Schulte <br />NAYS: None <br />Motion Carried <br />Resolution Adopted <br />Resolution 948, entitled; "A RESOLUTION DETERMINING THAT THE BID OF <br />A & J' CEMENT CONTRACTORS, INC. IS THE LOWEST AND BEST BID FOR THE <br />REMOVAL OF PORTIONS OF THE EXISTING PAVEMENT OF THORNAPPLE DRIVE, <br />OAKWOOD DRIVE AND KENWOOD DRIVE AND FOR RESURFACING BY THE IN- <br />STALLATION OF SEVEN INCH REINFORCED CONCRETE PAVEMENT, AND DECLARING <br />AN EMERGENCY", was introduced by Mr. Buses. <br />Mr. Barclay read a letter from I~1r. Dominic Calabrese (one of the <br />bidders) asking Council to reconsider bids because in his bidding <br />he misunderstood the specs and therefore did not bid correctly. <br />Mr. Hovancsek stated that in his judgement the specs were carefully <br />stated and that A & J Contractors were the lowest and best bid. <br />Mr. Calabrese <<rho was in the audience, discussed several points of <br />bidding methods with Mr. Hovancsek. <br />Mr. Byrnes stated that if you were to reject and readvertise just <br />because one bidder misunderstood the specs, the Village would probably <br />leave itself wide open for a law suit by the present lowest bidder. <br />Mr. Barclay stated that Council has faith in the judgement of the <br />Village Engineer and documents were clearly stated and also that the <br />bid was considerably lowere than the Engineers estimate. <br />Mr. Buses, seconded by Mr. Bennett, made a motion to suspend the <br />rules of law requiring a resolution to be read on three separate <br />occasions. <br />Roll Call: AYES: Messrs., Barclay, Bennett, Bordonaro, Buses, <br />Flynn, Grogan and Schulte <br />NAYS: None Motion Carried <br />Rules Suspended <br />
