L~ <br />-5- <br />Mr. Grogan stated the Ordinance is out of line and all it amounts <br />to is a gag rule. He said he didn't think Council needed any more <br />rules and regulations, the State Law and Charter are sufficient. <br />He thought it was an invasion of legislation and very obnoxious and <br />objectionable. <br />Mayor Beebe explained the Ordinance to the audience. He said when <br />meetings are confidential in nature (executive sessions) re: liti- <br />gation, it was not necessary to report to the news media by any <br />Councilman attending such a meeting. <br />Mr. Barclay said that all items discussed at confidential or execu- <br />tive session meetings should be kept confidential. <br />Mr. Busa wished to state for the record that he endorses the state- <br />ment of the Chairman. <br />Mr. Bordonaro asked if it was wrong not to expose what is discussed <br />at an executive session? <br />Mr. Schulte asked if in State Law are penalties disclosed? <br />Mr. Grogan stated this ordinance was merely a police measure. <br />Roll Call: AYES: Messrs., Barclay, Bordonaro, and Schulte <br />NAYS: Messrs., Bennett, Busa, Flynn and Grogan <br />Motion Not Carried <br />Ordinance 77-10 Defeated <br />NEW BUSINESS• <br />rir. Grogan stated that the Mayor's Veto to Ordinance 77-14 be incor- <br />porated into tonights meeting minutes. (Veto Attachment made a part <br />hereof) <br />Mr. Flynn, seconded by Mr. Busa, made a motion to reconsider the <br />Mayor's veto df first line item, Personal Service, $13,000. <br />Mr. Bennett explained that a majority of votes is required tb~~:recon:= <br />sider the Veto and five votes required to override the veto. <br />Roll Call: AYES: Messrs., Bennett, Busa, Flynn and Grogan <br />NAYS: Messrs., Barclay, Bordonaro and Schulte <br />Motion Carried to reconsider-_'V.eto <br />Mr. Busa, seconded by Mr. Grogan, made a motion to override the Mayor's <br />veto on first line item (Personal Service.) <br />Mr. Flynn gave a brief report of a survey he and the Fire Chief had <br />taken throughout the Village. He also said that aid from other sur- <br />rounding communities is questionablle and our aid to other communities <br />
