Barclav stated that in 1973 many evenings were spent on the subject <br />of the veto power of the i~iayor for the Charter. Every member of Council <br />took an oath to uphold the Charter and are subject to recall if they <br />don't. <br />Air. Flynn said Mr. Barclav served on the Charter Committee part of the <br />time. <br />T~Ir. Barclav stated that the Charter was 90/ complete when he left. <br />Mr. Flynn. seconded by I~r.
