Enforcement <br />is in the hands of the State Air Pollution Board. The Village may, but <br />is not compelledy to ai.d in the enforcement. Mr. Charles Shiffer, our i <br />contracted rtzbbish collector has signed the new contract, but states <br />volume has increased to about '10%. <br />Comment from the floor: Mr. Chales SYaiffer, stated with the onslaught <br />of leaves he would have to cha.rge extra. Suggested the pickup of same <br />be spread out over a ten-month period or allow limited burning. AZso <br />reminded Council the contract stated normal p3.ckup and new ordinances <br />have changed that. <br />Mro ReIic: Point well taken, but we do h ave a contract with.a moral <br />resp cnsibility. Should wait until the end of the season. Mr. Davis <br />suggested matter be discussed privately and advise Mr. Shiffer in a month. <br />SolicitorsZPeddlerslCanvassers: Mr. Edelman said that the Supreme Court <br />now uphblcis ordinances prohibiting all solicitations to private resi- <br />dences without prior invitation of the owners or occupant on the ground <br />that it is a nuisance, tYierefore, Mr. Edelman has prepared another <br />ordinance prohibiting solicitors altogether9 so that Council now has two <br />propased ordinances from which to choose. As of August 16 <br />anyone requesting copies of ordinances (other than appo3.nted officials, <br />City Iiall employees) wi1l be charged $1.00 per page. A 24 hour notice <br />is requested at which time a"Request for Ordinance Copies" form will <br />be filled in.
