ll J i , <br />179 <br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />November 25, 1987 <br />The Council of Mayfield Village met in Special Session on Wednesday, November <br />25, 1987, at 8 p.m. in the Council Chambers at the Village HallO Council <br />President Santo Basile presided. <br />Roll Call: Present: Mr. Basile, Mr. Flynn, Mrs. Mills, and Mr. Rinker <br />Absent : Mr. Petschauer <br />Also Present Were . Mr. Hovancsek, and Mr. Patrick <br />Mr. Basile stated the purpose of the meeting was to discuss the expenditure of <br />funds f or the Wilson Mills Road Improvement Project, <br />Mr. Hovancsek said that bids were received on November 17 for the Wilson Mills <br />Road Improvement. He.said that we had estimated the job at 5,700,000. He <br />said the Ohio Department of Transportation estimated the job at 6,500,000. <br />The low bidder was the C.A. Agresta Construction Company. His price was <br />7,406,831. Mr. Hovancsek explained that the State, automatically, when it is <br />above their, estimat.e, (will review their estimate;) and wi11 not award if they <br />don't revise their estimate. He said they looked at their estimate and there <br />were three contractors whose bids were close. The next bidder was 83,000 <br />above the low bid, and the other bid was 7,879,000, which was about 5% above <br />the low bidder. They reviewed their specifications and determined that they <br />had underestimated the water portion by 427,000 based on what the contractors <br />had bide So, O.D.O.T. raised their estimate. Then, they raised their es- <br />timate 223,000 in the roadway area portion. Mr. Hovancsek said that they <br />raised their estimate to 7,150,000; the bid is still 4% above the revised es- <br />timate. <br />Mr. Hovancsek reported that the highway director made a conditional award to <br />the C.A. Agresta Construction Company last Friday. He said that Friday after- <br />noon he was advised by the County Engineer's Office that the award was condi- <br />tional upon agreement by the three local communities to pay their portion of <br />the water main replacement. <br />He explained that this is a Federally-funded job and the non-Federal <br />share (25%) is paid by the County license tax money. He said a letter was <br />received by the Mayors of the three communities on Tuesday explaining what he <br />had been told. He said the letter said they would like the municipalities to <br />indicate their concurrence in paying the 100% for the water work0 Mre <br />Hovancselc said the cost of the water work was 1,575,000. We got a State grant <br />for 125,000 to be applied toward the cost of the,water work. Then, the County <br />Engineer's Office indicated that they would credit the municipality for all <br />the engineering fees of the job (approximately 121,000.) <br />Mr. Rinker asked if the figures on the letter were the prorations between the <br />three municipalities. <br />Mr. Hovancsek said yes, and explained the amounts in detail. <br />1
