1.4 <br />Regular Council Meering <br />1/21/91 <br />Page 8 <br />Mr. Rinker said Council will consider Resolution No. 90-4 following the Executive Session. <br />First Reading of Resolution No. 91-05, enritled; "A RESOLUTION FOR THE ACCEPTANCE <br />OF AN EMERGENCY ORDINANCE APPROVING THE REVISED DISTRICT DISPOSAL <br />FEES AND PLANNING ASSESSMENT SCHEDULE TO PAY TBE COST OF A SOLID <br />WASTE MANAGEMENT PLAN FOR CUYAHOGA COUNTY, AS SET FORTH IN <br />RESOLUTION NO. 901211-A, PASSED DECEMBER 11, 1990, BY TBE CUYAHOGA <br />COUNTY PLANNING COMMISSION, AS NECESSITATED BY OHIO REVISED CODE <br />3734.57. Introduced by Mayor Carmen and Council as a Whole. <br />Mr. Ramos explained that all counties must have a plan within a specified period of time. He said if <br />Council does nothing, the Planning Commission considers it an affirmative vote. <br />They need 60% affirmarive votes to go ahead. We need to act by February 10. <br />Mayor Carmen said that he and Mr. Hovancsek feel the fee charged for out-of-state is too low and <br />suggests that we recommend that the County increase that fee to $6. In addition to that, he is <br />troubled by this. It is a plan for communities that do not have plans. We do but it applies to us <br />even though we have our own plan. He thinks we should think about whether we want to lend our <br />support to this. They will assess people on an equal basis. We should consider what the benefits <br />are to us and look at the plan and how it affects Mayfield Village and all communiries. <br />Mr. Rinker said he felt a negative vote on the resolurion should be cast and that a note of <br />explanation should accompany the resolution. The note would explain that based on what we see <br />and the problems inherent in the legislation, Council has voted no. <br />Mayor Carmen said he will write the letter to explain the reasons we feel it is inappropriate and <br />does not serve our needs and give suggesrions as to how we feel their legislation could be <br />improved. <br />Mrs. Mills, seconded by Mr. Rinker, made a motion to adopt Resolution No. 91-05. <br />ROLL CALL: AYES: None <br />NAYS: All <br />First Reading of Resolurion No. 91-06, entitled; "A RESOLUTION RATIFYING THE ACTION <br />OF COUNCII. IN AWARDING A CONTRACT TO MARSHALL FORD IN THE AMOUNT OF <br />FIFTEEN THOUSAND THREE HUNDRED TWELVE ($15,312.00) FOR TBE PURCHASE <br />OF ONE (1) POLICE CAR AND DECLARING AN EMERGENCY." Introduced by Mayor <br />Carmen and Council as a Whole. <br />Motion Not Carried <br />Resolurion Failed <br /> <br /> <br />Mr. Basile, seconded by Mr. Ferrante, made a motion to suspend the rules of Council requiring a <br />resolution to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Morion Carried <br />Rules Suspended <br />
