50 <br />Regular Council Meering <br />3/18/91 <br />Page Six <br />First Reading of Resolurion 91-31, enritled: "A Resolution declaring an emergency and authorizing <br />the acceptance of an informal bid from Highline Light and Electric Inc. for the installation of the <br />lighting at the Wiley Pazk baseball field." Introduced by Mayor Cannen and Council as a Whole. <br />Mr. Ramos said the amount that should be included in the Ordinance is $20,100. <br />Mrs. Mills, seconded by Mr. Basile, made a morion to suspend the rules of Council requiring a <br />Resolution to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Basile, made a motion to adopt Resolution 91-31. <br />Mr. Fietrafese asked if this was the same contractor who did the fields in Highland Heights. -„. . <br />W. Hovancsek said this contractor did all of the lighring at the Highland Heights Park. Mr. <br />Hovancsek said that he is very confident with their work and feels they will do the same good job <br />for us. <br />ItOLL CALL: AYES: All <br />. <br />NAYS: None Motion Carried <br />Resolution Adopted <br />Heinens/EPA Update - Mr. Ramos said for those of you who have sent in letters to the EPA, they <br />have consirued the letters as an appeal. He said that we will file notice of appeal which is due <br />Friday. They have scheduled a preliminary conference on the 26th. If Council wishes him to <br />pursue an appeal in order to make sure our concerns are heard, he will attempt to go to Columbus <br />for the conference; it is up to Council. <br />Mr. Rinker said that seemed to be the logical next step. Everyone agreed. <br />Second Reading of Ordinance No. 91-04, entitled; "An ordinance enacting Section 1309.21 of the <br />Codified Ordinances of Mayfield Village, Ohio, pertaining to the fee for inquiries regarding <br />development within the Flood Plain District and declaring an emergency. Introduced by Mayor <br />Cannen and Council as a Whole. (First Reading 2/18/91) <br />Mr. Flynn said that this ordinance was discussed by the Finance Committee and said that Council <br />might want to table the ordinance temporarily because of the mechanics with it which need further <br />discussion. <br />Mr. Rinker asked if there is an amendment that could be included in the ordinance. <br />Mr. Patrick and Mr. Hovancsek agreed that the ordinance should be amended. <br />Mr. Hovancsek explained the amendment would include an addirional amount to include an <br />administrative fee.
