56 <br />Special Meeting of Council <br />March 25, 1991 <br />Page 2 <br />Mr. Flynn arrived at this time 7:38 p.m. <br />ROLL CALL: AYES: All (Including Mr. Flynn) <br />NAYS: None Motion Cazried <br />Ordinance Passed <br />Second Reading of Resolurion 91-23, entided; "A RESOLUTION DECLARING DDD <br />ENTERPRISES, INC. TO BE TI-E LOWEST AND BEST BIDDER FOR TBE REMOVAL AND <br />REPLACEMENT OF TIHE WII.SON MII.LS ROAD DRAINAGE STRUCTURE IN AN <br />AMOUNT NOT TO EXCEED FIFTY-TWO THOUSAND NINE HUNDRED THIlZTY-FIVE <br />DOLLARS ($52,935), AUTHORIZING THE MAYOR AND PRESIDENT OF COUNCII. TO <br />EXECUTE A CONTRACT WITH TBE DDD ENTERPRISES, INC., REJECTING ALL <br />OTHER BIDS RECEIVED AND DECLARING AN EMERGENCY." Introduced by Mayor <br />Carmen and Council as a Whole. (First reading March 18, 1991) <br />Mrs. Mills, seconded Mr. Ferrante, made a morion to suspend the rules of Council requiring a <br />resolution to be read on three separate occasions. <br />ROLL CAI.L: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Ferrante, seconded by Mrs. Mills, made a motion to adopt Resolurion 91-23. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Resolution Adopted <br />Discussion was held regarding a permanent easement and right of way for the Village Trails <br />regarding whether or not this easement was needed for the drainage channel, whether it was two <br />separate easements or the same one. <br />Mr. Ramos said he would like to cite in title a Resolution and asked Council to pass it for both <br />easements signed by Mr. Marino. To the extent that they are related he said we can pass it with that <br />contingency in it; contingent upon the fact that it is part of the Wilson Mills Drainage Structure <br />project. <br />Further discussion was held. <br />Mr. Ramos to talk to Mr. Hovancsek about it and will let him lrnow that there is a contingency on <br />the passage of this legislation. <br />Mr. Ramos read the ritle as follows: Resolution 91-32, A RESOLUTION AUTHORIZING Tf-E <br />MAYOR AND PRESIDENT OF COUNCIL TO ACCEPT A PERPETUAL RIGHT OF ENTRY <br />AND EASEMENT FROM VII.LAGE TRAII.S DEVELOPMENT COMPANY FOR TfE <br />PURPOSE OF CONSTRUCTING, OPERATING AND MAINTAINING A DRAINAGE <br />CHANNEL ON THE CONDITION THAT IT ENCOMPASSES THE DRAINAGE <br />STRUCTURE ON WII.SON MII,LS ROAD AND DECLARING AN EMERGENCY." <br />Introduced by Mayor Carmen and Council as a Whole. <br /> <br />r? <br />
