<br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />June 3, 1991 <br />The Council of Mayfield Village met in Special Session on Monday, June 3, 1991, at 9:17 p.m. in <br />the Council Chambers at the Mayfield Village Hall. Council President Bruce Rinker presided. <br />Present: Mr. Basile, Mrs. Cinco, Mr. Fenante, Mr. Flynn, Mrs. Mills, Mr. Pietrafese, <br />and W. Rinker <br />Absent: None <br />Also Present: Mayor Carmen, Mr. Amendola, Mr. Hovancsek, Mr. Patrick, Mr. Ramos, and <br />Miss Heath <br />Mr. Rinker stated that the first item of business is to discuss hiring Nacy Panzica (as construction <br />manager for the municipal complex project). He said Council received a proposal from Drake <br />Construction. Mr. Rinker said that it was his opinion, following the last meering, that Council was <br />in agreement to go forward with hiring Nacy Panzica. <br />Mrs. Mills said she thought Council was waiting for an o.k. from Mr. Ramos as to the procedure <br />to be included in the contract and what he would do for us. She said she has no problem with <br />hiring Nacy Panzica. <br />Mr. Ramos said he looked through the construcrion contract. It is a standard contract for <br />construction management. With respect to fees, we can go on a fixed rate or on compensation for <br />base of services between 41/2-5% of the contruction contract. However, as indicated by Nacy <br />Panzica, these terms are negotiable and there are certain services he would leave open pending final <br />deternunarion on the November ballot. He explained that a penalty provision could be added for <br />the following: complering the project on time, and staying in the budget. <br />Mr. Rinker said that Mr. Panzica said he would eat the cost if the ballot issue was not passed. <br />Mayor Carmen explained that a construction manager should help trim costs and help find <br />suppliers for materials and services to build at the best possible cost. <br />Mr. Flynn said at the last meeting that two or three Council people had expressed that they were <br />not in agreement He said that in fairness to Mr. Drake, it is his feeling that a week is not too long <br />to ask to bring him in and give his presentarion. He feels it is important to the residents. Mr. <br />Flynn said he does not think another week or two will make that much of a difference. <br />Mayor Carmen said the only way he thought the Village would want to go with someone else was <br />if someone has a particular concern or thinks Mr. Panzica would not be everything we need in a <br />construction manager. Discussion was held. <br />I Mr. Rinker asked Council to express their opinion.
