:s <br />133 <br />MINUTES OF A SPECIAL MEETIlVG OF COUNCIL <br />Mayfield Village <br />July 29, 1991 <br />The Council of Mayfield Village, Ohio, met in Special Session on Monday, July 29, 1991, at <br />seven-thirty p.m. (7:30 p.m.) in the Council Chambers at the Mayfield Village Hall. Council <br />President Bruce Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, <br />Mr. Pietrafese (7:38 p.m:), and Mr. Rinker <br />Absent: None <br />Also Present Were: Mayor Carmen, Mr. Hovaricsek, Mr. Ramos, Chief Mohr, and <br />Miss Heath <br />Mr. Rinker said the purpose of the special meeting is to consider Resolution No. 91-69 regarding <br />rubbish removal. He suggested rather than putting the resolution to a vote now that Council have <br />an open portion as it normally does. Mr. Rinker asked if there were any members of the audience <br />who wished to address Council and reminded them that they must limit their speech to no more <br />than 5 minutes. <br />Richard Bole. President of Recycle Midwest - said that his bid was lower than those bids who <br />have curbside pick-up of recyclables with the trash. He feels his bid to use blue bags is easier. <br />Mr. Bole said he feels Mayfield Village drew up their bid specifications too narrowly. He said an <br />incentive program may be made mandatory in Ohio which could be instituted here. Mr. Bole said <br />he would like to have made that kind of bid but only had 41/2 days to make a bid. He said the <br />Village could stick to its present bid specifications or it could consider asking its present hauler to <br />hold the contract and re-bid in a more open way to allow more alternatives. Mr. Bole said his <br />company is good but small; it is a local company. <br />Bill Skidmore. Waste Mana eg ment - said he has had the pleasure of serving the community for <br />about 6 years. He said he submitted a letter to Council explaining the unfortunate circumstances of <br />the bid as far as where they will haul the rubbish. He said they take pride in the service they have <br />provided in our community. Mr. Skidmore said Council members were a big help in kicking off <br />the recycling program. Mr. Skidmore said there are only two bidders who met the specifications <br />and because of his unfortunate situation which he explained in his letter to Council; his bid was <br />higher. <br />Mr. Pietrafese arrived at this time - 7:38 p.m. <br />Dave Redow. Redlin - said they have the only full-fledged recycling facility. Using their plant, <br />they can come down the street with one truck. He said with their equipment they can separate and <br />get the recyclables out of the landf'ills. He asked that Council consider an extension in order that <br />they view his facility. Mr. Redow said their full-fledge facility will be on line in two weeks and <br />asked that Village Officials visit the facility.
