143 <br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />August 5, 1991 <br />The Council of Mayfield Village met in Special Session on Monday, August 5, 1991, at 8:03 p.m. <br />in the Council Chambers at the Village Ha11. Council President Bruce Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mrs. Cinco, Mr. Fenante, Mr. Flynn, Mrs. Mills, <br />Mr. Pietrafese, and Mr. Rinker <br />Absent: None <br />Also Present Were: Mayor Carmen, Mr. Amendola, Mr. Hovancsek, Mr. Patrick, <br />Mr. Ramos, Chief Mohr, Lt. 7ay, and Miss Heath <br />Mr. Rinker said this Special Meeting was called to consider legislation regarding the Wilson Mills <br />Road traffic signalization. <br />Mr. Rinker said Council has had an opportunity to review the material submitted by Lt. Jay. <br />Lt. Jay said the Police Department must see that traffic moves efficiendy and safety into Mayfield <br />Village. In order to accomplish that he relies on judgment of people who are involved in traffic and <br />in traffic control devices. He said rather than getnng into technicalities of the system put in, he <br />brought the people with him to talk about it. Lt. Jay said that it is his opinion that Council should <br />scrap the bids received, prepare new specifications and re-bid the project. <br />Mayor Carmen asked why he thinks it is necessary to make a change. <br />Lt. Jay said based on judgment and information they have givem him, we should bid the 170 <br />system opposed to the transit system. <br />Mayor Carmen asked who Lt. Jay was relying on for that information. <br />Lt. Jay Said, Traffic Control Products, a Traffic Signalization Engineer, the Consulting Engineer <br />on Wilson Mills Road, and the Traffic Engineer in South Euclid. <br />Mr. Rinker explained for the audience that Council had bid specifications sent out. Traffic Control <br />Products was one of 5 companies who bid. Their bid came in at under $120,000 and had a <br />differential of about $10,000. <br />Mr. Hovancsek explained that his office hired a consultant who helped prepaze the plans and <br />specifications. They contracted the Ohio Department of Transportation and they aze very <br />comfortable with the low bid. They would rather not see the 170 system put in. <br />Mayor Carmen asked if someone could explain the difference between the transit and 170 systems <br />and asked who drafted the bid specifications. <br />Mr. Hovancsek said the bid specificarions were drafted by Dick Obernyer (the expert hired by his <br />office.)
