171 <br />MINUTES OF TBE REGULAR MEETTNG OF COUNCII. <br />Mayfield Village <br />October 21, 1991 <br />The Council of Mayfield Village met in Regular Session on Monday, October 21, 1991, at <br />eight o'clock p.m. (8 p.m.) in the Council Chambers at the Village Hall. Council President Bruce <br />Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mr. Ferrante, Mr. Flynn, Mrs. Mills, Mr. Pietrafese, <br />and Mr. Rinker <br />Absent: Mrs. Cinco <br />Also Present Were: Mayor Cannen, Mr. Amendola, Mr. Hovancsek, Mr. Patrick, Mr. <br />Ramos, and Miss Heath . <br />The Pledge of Allegiance to the Flag was given. <br />OPEN PORTION <br />Jeanne Lepla Worton Park Home Owner's Associarion, said that Mayor Cannen and Council <br />have received a letter regarding the agreement that was made in January 1988 between Mayfield <br />Village and Progressive Insurance Agency. Mrs. Leppla read the letter. A copy of the letter will <br />? be attached to the original minutes. <br />?. Mr. Rinker said that Council is looking at the overall project favorably. They will give the details <br />of the project their attention. He asked if Council had any other comments or questions. <br />There were no comments. <br />Chuck Ciraolo. 848 Hardwood Court , said he would like to request that we put in our rules and <br />regulations that we will send a letter to all people who abut property when we will be giving <br />variances. He said that he noticed other ciries such as Pepper Pike, Beachwood, Highland <br />Heights, and Mayfield Heights notify neighbors when a variance is being considered. <br />Mr. Ciraolo also said he nodced we do not have a conflict of interest section in our laws and <br />regulations. He said he had a problem with the properry abutting his and he thinks Council should <br />consider this ldnd of law because it could cause alot of problems down the line. <br />Mayor Carmen said that while we may not have any specific section in our ordinances relating to <br />conflict of interest, the State Code dces. There are specific provisions in the State Code where <br />particular individuals need to disqualify themselves. Mayor Carmen said that it is his <br />understanding that in Mr. Ciraolo's case that the member of the Architectural Review Board <br />abstained from voring. <br />Mayor Cannen said they will take a look at our ordinances and put these requests on the agenda for <br />the Ordinance Review Committee. Mayor Carmen explained that some communities have <br />ordinances because they believe anyrime there will be construcrion or change in an abutring <br />,f property the abutting property owners should have the right to see the proposal. However, they do <br />not want to turn the requests into neighbor versus neighbor fights.
