, <br />1f1 <br />Regular Council Meeting <br />11/18/91 <br />Page Six <br />Mayor Carmen said the informarion they have been given is that there is no notice requirement for <br />passage of the ordinance. However, it is not their intent to do so without notifying the Boazd. He <br />suggested the Village not take action tonight but give the School Board a couple mf days to tell them <br />what their concerns aze so they can come to some understanding of what is likely to happen here; <br />this needs to be the focus of our discussion. <br />Mr. Rinker questioned what he had in mind in terms of rime. <br />Dr. Abbott said they have a Board meeting this Wednesday and will be putting together a position <br />paper. They would like to see the agreement to see exactly what they are dealing with. They need <br />to see how they can mitigate the loss of revenue; he has not talked to the Board yet. <br />Mr. Rinker said the application is a specific applicarion (also called the instrument.) If they aze <br />talking about the figures--the numbers generated on the abatement were based on 66 2/3. <br />Dr. Abbott said they are willing to talk to Progressive. <br />1Vlayor Carmen said the only thing is that they are on a right time schedule and had talked about <br />passing legislation tonight. They can give a little more time--but not alot. Mayor Carmen said the <br />Board must discuss this in a relatively short time frame because Council had to move quickly. <br />Their intent is to take action within the next few days. Council is thinking about reconvening <br />Thursday. He said they could meet after the Plammng and Zoning Workshop meeting at 8:15 p.m. <br />Mr. Rinker said they could meet Thursday at 8:15 p.m. (after the Planning and Zoning meeting). <br />Dr. Abbott said it would help them alot if it could be Monda.y. <br />Mayor.Caimen said he cannot be here Monday. He said they would like to try to resolve the issues <br />so they could act on it Thursday night. Mayor Carmen said he feels the School District is in sound <br />financial condition; they just received a 5.9 mill levy renewal. He feels this would be an <br />unexpected windfall since it would amount to several million dollars for the District. <br />Dr. Abbott said, once you open the door, then Katy baz the door. He feels it is very important that <br />as much considerarion as possible be given to this. He said they understands there would be an <br />increase in revenue. <br />Mayor Carmen said this is the first and only time there has been an abatement given to anyone. <br />T'his is a very unique situation. He thinks all communities will have to look at what is happening <br />out there. To suggest cities are not going to consider abatement is not looking at the real world. He <br />thinks if this project moves forward there will not be a tax increase in Mayfield Vallage in the next <br />20 years; nndividuals will not have to bear a tax burden. <br />Dr. Abbott said the figures received from the County Auditor are right. Their spirit is that the <br />Board of Educarion be consulted. <br />Mrs. Mills said she would like to have as much informarion as possible from both sides. <br />There being no further discussion about Progressive, Mr. Rinker suggested Council take a break. <br />(9:22 p.m.)
