205 <br />MINUTES OF A SPECIAL COUNCIL MEETING <br />November 21, 1991 <br />Mayfield Village <br />The Council of Mayfield Village met in Special Session on Thursday, November 21, 1991, at <br />8:37 p.m. in the Council Chambers at the Village Hall. Council President Pro Tem Santo Basile <br />called the meeting to order. <br />ROLL CALL: Present: Mr. Basile, Mrs. Cinco, Mr. Fenante, Mr. Flynn, Mrs. Mills, <br />Mr. Pietrafese, and Mr. Rinker (8:38 p.m.) <br />Absent: None <br />Also Present Were: Mayor Carmen, Mr. Patrick, Mr. Ramos, and Miss Heath <br />Mr. Basile said that since Mayor Carmen is more familiaz with what is going on, he would like him <br />to explain the purpose of this meeting. <br />Mayor Carmen said that they have talked to Mr. Rinker. Mayor Carmen said Mr. Rinker had <br />asked them to hold the meeting unti18:30; he will be here as quickly as he can. Mayor Carmen <br />said this special meeting was called to discuss the granting of a 66 2/3% tax abatement for <br />Progressive Insurance Cornpany. He said he knows that Council has some questions but firsf he <br />wants to review where we are and to address the ordinances to be considered. <br />Mr. Rinker arrived at this time (8:38 p.m.) <br />Mr. Rinker asked if Council had any questions. <br />Mayor Carmen said it is our understanding that it woulci be Progressive Insurance's corporate <br />headquarters. <br />Mr. Chuck Chokel Senior Vice President Prop-ressive Insurance Companv, said that is correct. <br />He estimated that it would be Progressive's corporate headquarters for a decade or two. <br />Mayor Carmen said there was some concern as to whether that was the plan and wants to be sure <br />we all understand. They anricipate in the foreseeable future that there will be 1400 new jobs as a <br />result of the expansion. Mayor Carmen asked if Mr. Chokel was certain those 1400 jobs would be <br />there for a while. <br />Mr. Chokel said they are certainly building space to house 1400 employees and have 2900 in the <br />Cleveland area. They are planning to put 2000 of them at this location. He said the building <br />should be done in November 1993. <br />Mayor Carmen asked if any of the 2900 jobs in the Cleveland area were eliminated, would it be <br />likely that people would be transferred from other locations to here. <br />Mr. Chokel said the marginal cost of paying rent may be economically unsatisfactory; they may not <br />be in a position to own and pay rent at the same time. <br />Mr. Basile asked if the abatement goes away if they do not complete the building.
