<br />NIINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />November 26, 1991 <br />The Council of Mayfield Village met in Special Session on Tuesday, November 26, 1991, <br />at 8:23 a.m. in the Council Chambers at the Mayf'ield Village Hall. Council President <br />Bruce Rinker presided. <br />Roll Call: Present: Mr. Basile, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, <br />Mr. Pietrafese (8:26 a.m.), and Mr. Rinker <br />Absent: None <br /> <br /> <br />Also Present Were: Mr. Amendola, Lt. Girbino, Lt. Jay, Chief Mohr, Mr. Ramos, <br />and Miss Heath <br />Mr. Ramos said this meeting was called to discuss an ordinance which was created in <br />response to Council and Department Heads' concerns regarding part-time employees. <br />There has been much discussion about this with the Finance Department They have taken <br />the position that certain benefits may accrue to employees who work regularly in excess of <br />20 hours a week throughout the year. This ordinance was created in order to address these <br />concerns and to assist Department Heads. This ordinance also makes conections to 1992 <br />annual salary amounts pursuant to the Finance Department's request The conections are <br />for salazy amounts that may have been typographical errors on the original ordinance, (for <br />example--some salaries on the original ordinance decreased in 1992.) <br />Mr. Ramos said there has been much debate on this issue. There is no definirion for part- <br />time employees either in the Federal or State law, so rather than trying to define what a <br />part-time employee is for purposes of this ordinance, they will address what a full-time <br />employee is. <br />Mr. Pietrafese arrived at this time (8:26 a.m.) <br />Mr. Ramos explained and read the change in Section 1(B) which is listed on page five of <br />the ordinance. Mr. Ramos said that to make sure a part-time employee understands they are <br />a part-time employee, they will be asked to sign a waiver acknowledging they aze part-time <br />and understand that they are not entitled to any benefits according to our ordinance. - <br />Mr. Rinker asked if the benefits to which Mr. Ramos alluded to are spelled out anywhere. <br />Mr. Ramos said that throughout the ordinance there is reference to benefits that accrue to <br />permanent full-time employees. He said that Mr. Patrick still has some reservations about <br />this concept applied in this ordinance, however, other municipalities have done this. <br />Mr. Rinker said he is rather leery of it and explained the reasons for his concern. Mr. <br />Rinker asked if there was some way to track how hours aze being divided in the personnel. <br />He said if Council is aware that some employees are used more exclusively than others, <br />they should have the opportunity to ask why that is being done.
