214- <br />Special Council Meeting <br />11/26/91 <br />Page Two <br />Mr. Ramos said that Mr. Patrick had posed the question to him as to whether or not they <br />could put something in our ordinance. However, that is an administrative type of thing. <br />The Mayor will have to coordinate with the Department Heads as far as setting guidelines. <br />Maybe the departments should establish a policy so they do not get into a bind where <br />employees have different hours. They aze more familiar to their needs as far as setting up a <br />policy. <br />Mr. Rinker agreed that was an administrative function. He asked if Council could get <br />monthly reports that would list or track the hours worked by part-time employees similar to <br />the reports they get on other expenditures. Mr. Rinker said if department heads wanted to <br />use numbers rather than names of employees, that would be okay with him, but he thinks it <br />is important to keep on top of it. <br />Mr. Ramos said that Mr. Patrick is concerned with something happening like vvhat <br />happened in the Cleveland area where they go back many years. He said this ordinance is <br />not a cure-all; it is just a precautionary measure. Mr. Amendola asked if the waiver could include language that past employees could not <br />hold the Village responsible for past employment (in reference to the 19-week <br />requuement.) <br /> <br />Mr. Rinker said he is leery of that because it seems to be too negative. <br />Lt. 7ay asked if he was correct in assuming if an employee works full-time hours (a <br />minimum of 40 hours) for 19 weeks they are entitled to unemployment benefigs. He asked <br />if they were dealing with hours or weeks. He asked if a part-time employee can work 53 <br />hours a week for less than 19 weeks and still be within the guidelines or where would we <br />have to pay unemployment. <br />Mr. Rinker said he would think not. He said we cannot answer that question direcdy; that <br />is part of our concern. <br />Discussion was held on what a person must do to receive unemployment benefits. <br />Lt. Girbino and Chief Mohr explained why part-time employees are important in the Fire <br />Department. <br />Mr. Amendola asked if Council was going to take up emergency employees. <br />Mr. Rinker said they were not going to get to that today. He asked if there were any other <br />questions from Council. <br />There were no comments. <br />First Reading of Ordinance No. 91-54, entitled; "An ordinance amending Section One (1) <br />of Ordinance No. 91-13 pertaining to the wages, benefits and other terms and conditions of <br />employment for employees of Mayfield Village, Ohio, for the calendar year 1991-1992, <br />repealing all ordinances inconsistent herewith and declaring an emergency. Intraduced by <br />Mayor Carmen and the Entire Council. "
