<br />MIlVUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />December 30, 1991 <br />The Council of Mayfield Village met in Special Session on Monday, December 30, 1991, at <br />7:32 p.m. in the Council Chambers at the Mayfield Village Hall. Council President Bruce Rinker <br />presided. <br />ROLL CALL: Present: Mr. Basile, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, <br />Mr. Pieuafese and Mr. Rinker. <br />Absent: None <br />Also Present: Mayor Carmen, Mr. Amendola, Mr. Patrick, Mr. Ramos and Miss Heath. <br />Mr. Rinker stated the purpose of the Special Meeting was to consider a request from Progressive <br />Insurance for an additional height variance. Mr. Rinker said that many members of the audience <br />were here for the Planning and Zoning Meeting held prior to this meeting. The Commission is <br />requesting that Council deny the variance. He said that we will review this matter and ask for <br />representatives from Progressive to present the matter once again. To a limited extent, he will open <br />the floor for comments because a number of residents are present. Mr. Rinker requested that <br />individuals speak on behalf of a group or speak in a representative capacity, if possible, to try to <br />and state points and try to be concise. <br />Louis Bloomfield. Progressive Insurance Comnanv - explained the reason they made the request <br />for the additional 15 foot variance that relates to the office building on the east side. He said the <br />reason is multi-fold. <br />1) They went about adding more office space because it would help them make the project more <br />efficient for more people being able to share amenities on the campus development. <br />2) The Worton Park neighbors have requested 20 feet be added to the area that backs up to their <br />properties in order to give them more of a buffer between their properties. To remove that parking <br />and enhance the area with no cost to the Village or neighbors would create a win-win situation <br />would be good for the Village, its neighbors, and Progressive. Adding employees would increase <br />our tax revenue. They thought it would be a good idea to pursue. Mr. Bloomfield said the issue <br />was raised, why is it an emergency. He said they are in the middle of designing a building and <br />have a lot of construction personnel spending a lot of money. They need to move forward one <br />way or another to keep the process moving along and get the buildings designed and built. <br />Mayor Carmen said one concern that he heard about the variance request, was that a variance was <br />granted and then Progressive came back and asked for an additional variance. Mayor Carmen <br />asked if we can be reasonably assured that we are done at this point. <br />Mr. Bloomfield stated that there was nothing he could think of that they would come back for. <br />Mayor Carmen said are you 99% sure this is it and this is the end? <br />Mr. Bloomfield said yes. <br />Mr. Rinker asked if any members of Council had questions for Progressive. <br />Mrs. Mills asked if this was going to be a condirional variance for Progressive. How can we make <br />sure this could not happen on other property?
