232 <br />Special Council Meeting . <br />12/30/91 <br />Page Two <br />Mayor Carmen said that was one concern expressed by Council and other representatives was that <br />if a variance is granted, how do we lrnow it will be restricted? He said this would be a variance <br />granteri upon the condition that the only people who would get such a variance would have to have <br />a corporate headquarters that would employ in the excess of 1,000 people here. He feels that <br />would prevent anyone from getting such a variance in Mayf'ield Village. With the research that he, <br />Mr. Rinker, and Mr. Ramos have done, they are convinced that it would withstand any challenge. <br />Mr. Ramos said what Mayor Carmen has stated is conect. <br />Mrs. Cinco asked how old the 35 foot ord°uiance is. <br />Mr. Amendola said the ordinance is from 1962. <br />Mr. Ramos said that ordinance was revised two years ago and we did away with H-1 and H-2. He <br />said the maximum height of 35 feet is common throughout the Village. He explained that the 35 <br />feet is all structures excluding parapets. ' <br />Mr. Basile asked Chief Mohr about the fire truck. He said there is a 75 foot truck in South Euclid <br />the other closest truck is in Willoughby. Mr. Basile said if we do grant a variance there is no way <br />we could handle a fire there. <br />Chief Mohr said that they can not handle a fire there now. <br />Mayor Carmen asked Chief Mohr whether a variance would make any safety differences. <br />Chief Mohr said that it is a sprinkler building, the sprinklers would put out the fire. The ladders <br />are for ventilation and rescue. <br />IVlayor Carmen asked if he felt there would be no increased risk by granting the variance, than by <br />not granting the variance. . <br />Chief Mohr said that it is not a safety issue to the residents in Mayf'ield Village. He said there are <br />three enclosed stairwells, one at either end, one in the center. Because of the posirive pressure, <br />smoke would be kept in that area. Therefore any people inside would be able to leave from the <br />stairwells. He explained how the Fire Department would enter the building in case of a fire <br />emergency. <br />Mr. Flynn asked if they had an evacuation plan. <br />Chief Mohr explained that they presently have fire drills and are requesting tornado drills. Chief <br />Mohr explained that the first and second floors could be handled with the ground ladders. They do <br />not have access to the third floor or above, however, they are a rnember of the M.A.B.A.S. which <br />is for automatic mutual aid. <br />Mr. Flynn asked if the variance would be tied into their being a corporate headquarters to lock it in <br />as being a unique variance, or reason for a variance. <br />A member of the audience asked what experience do they have that they know that this has not <br />been challenged.
