17
Regular Council Meeting
1/17/94 Page Nine
work with. This, again, would get their attention. It would certainly be in the best
interests of our residents assuming that the Andrews Lane haul road would come into
existence.
Mayor Rinker said the're have been some questions as to whether or not using Andrews
? Road would result in a stronger argument to install a permanent road along Andrews
? Lane. He asked if Mr. Hovancsek see this as enhancing that possibility?
Q Mr. Hovancsek said no, he does not. A road to Mayfield Height's specifications would
z be comparable to Mayfield Village's specifications for a new road. A road with all the
? various improvements runs over $440 a lineal foot. He does not see something like that
happening. A basin for a macadam road would perhaps enhance access to the site for
future development, but it would not in his judgment, be the permanent road for that
particular development.
Mr. Hovancsek said Havens and Emerson, the consultant for the Regional Sewer
District, estimated the haul road to cost between $80-100,000.

Mayor Rinker said the contract for the open cut on Beech Hill already includes
(although we have not gotten the final design specs, we have requested that they be
made comparable to what Beech Hill originally was designed.) T'hat is included in the
H-2 contract. We are separating out a second haul road use that is restricted strictly to
the dismantling.
Mr. Hovancsek said yes--with the dismantling--and if there would be a need to haul
additional soil to the site. If all fails (regarding the use of Andrews Lane), Bonnieview
would be the second route.
Mr. Fixler said the gentleman from N.E.O.R.S.D. had indicated he has not attempted to
obtain an easement from the owners of Andrew Road. His words were that he does not
know. It may require them to build a road to whatever the owners of Andrews Road
want them to build. Mr. Fixler asked Mr. Hovancsek if he thinks it is conceivable that
N.E.O.R.S.D. would pay that kind of money to have an easement on Andrews Road? -
Mr. Hovancsek said he does not believe so.
Mr. Stephens, seconded by Mr. Ferrante, made a motion to adopt Resolution No. 94-2.
ROLL CALL: AYES: All
NAYS: None
Motion Carried
Resolution Adopted
