We have tried to be sensitive to it, but we feel that we have very few options. <br />We have virtually no option when it comes down to a significant difference in costs that <br />have to be borne in one sight over another. We have looked to alternate places, not only <br />Whitehaven. We have taken heed of your recommendations to look at Beta Drive, for <br />example. ? we want to identify as the source of a lot of these problems. We <br />could go farther afield and look to communities at our borders. But, it doesn't change <br />the ultimate problem we face. We, under law are obligated to address these problems. <br />And this isn't the only one. We have a number of other major drainage problems that <br />face us, and litigation faces in those. Major costs are there in front of us and we don't <br />the luxury of choosing too many alternatives. We are certainly committed to <br />approaching this in as sensitive a way to the environment as we can. .We have <br />consulted directly with the Metroparks. We are coordinating over the long run with the <br />Metroparks. I think that when it comes down to it, nobody has an answer to your <br />position that this is a pristine setting and whatever we do here is going to change that <br />unalterably. All I can tell you is that we are committed to doing it in a way that will <br />cause the least amount of impact possible and still physically provide the drainage <br />control that they can. There is a benefit that will be seen in the Metroparks, and the <br />Upper pond itself will be part of this improvement, but the fact of the,`inatter is we need <br />some form of detention facility and we can see no other reasonable alternative than this <br />site. I can tell you every person here has been agonizing over this. It "doesn't change the <br />fact that we have to make a decision. We feel it is a grave decision. We will try to seE it <br />through as decently as we can. But, I for one feel that we have explored this as much as <br />we can. We have a duty to all of our taxpayers and i feel that the answer lies in front of <br />us. And I am asking the Council to vote tonight to authorize our going ahead and using <br />the Issue II funds made available for the project as it has been anticipated to developing <br />that Upper 40 drainage ravine. <br />Mrs. Cinco: At this time, with the Law Director being gone, I'll read: <br />Resolution No. 94-10, Introduced by Mayor Rinker and Council as a Whole; "An <br />emergency resolution authorizing and directing the Village Engineer .to prepare plans <br />and specifications with regard to the Upper 40 drainage improvemerit project." <br />Mrs. Cinco: I need a suspension. <br />Mr. Stephens, seconded by Mr. Busa, made a motion to suspend the rules of Council <br />requiring a resolution to be read on three separate occasions. ;. <br />.,,. <br />L <br />ROLL CALL: AYES: All << <br />NAYS: None Motion Carried <br />Rules Suspended
