68 <br />Regular Council Meeting <br />3/21/94 <br />Page Six <br />are going to take a half hour to go buy a quart of milk, it's going to irritate every <br />resident of that community to the point where they are going to be sitting there every <br />day wondering who it was that imposed this unreasonable situation on us and what we <br />can do to deal with it, whether it is going to be phone calls being made to whomever is <br />responsible, or whatever other action is appropriate, I can assure you that the people are <br />not going to simply accept that and say well, this decision was made and we have to <br />abide by it. I do not feel that it is a prudent decision, I don't feel that it is a warranted <br />decision, I think if we put some more effort into this, we could have come up with some <br />alternatives. If we are talking about local access only, we can restrict people to 5 or 10 <br />miles an hour or whatever speed is necessary to give them access to their home. But <br />certainly this is not a prudent and a viable proposal for a means of handling a situation <br />that is going to affect over 200 home owners that live in that community and are going <br />to be affected by this for at least 60 days and probably longer, if we know how most <br />contractors operate in terms of their timing. So, I think, Mayor, that we are not here to <br />say please tell us why we came to this decision, I think we are here to tell you that we <br />are not satisfied with.the decision and we want the administration to give some <br />consideration as to what changes can be made to satisfy our concerns. <br /> <br />Tan Marcuardt. Bramblewood Lane said what her concern is, and she also took a test <br />drive, is the safety vehicles being able to get into the neighborhood. While I realize the <br />difference is, as I drove from the fire station to my home going down Wildwood and <br />also going to Metro Park and coming around the other distance, going the speed limit <br />and of course safety vehicles would go faster, of about a minute and a half. In the <br />classroom where I teach we tend to have a fire department come in and what they stress <br />to the students is time in terms of a fire. What I brought is to emphasize to you is the <br />importance of time within fire vehicle getting to where your home is and to protect your <br />property and to protect the lives there. I would like to show it [the video tape] to you. <br />The tape showed an example of a waste basket fire and continued to show each minute <br />into the fire. The narrator stated that most people think that they have time, but in a fire <br />there is no time. "You may have less than a minute or two to get your family out <br />safely." <br />Mrs. Marquardt said I wanted you to see it that time is a factor. Even though it doesn't <br />take very long for those fire vehicles to go around Metro Park in terms of what we think <br />of as a minute and a haYf, I think the video shows very clearly what that minute and a <br />half can do in terms of our property and our home. While I appreciate the problems <br />that you have in terms of safety, I think that our homes and our families need to have - <br />some other consideration in terms of having access to it so that they can reach us in case <br />there would be an emergency.
