, ? , ? .. ? . .. . .. . ? ?.;2_:
69
Regular Council Meeting ' 3/21/94
Page Seven
Mayor Rinker said that Chief Mohr is very familiar with the film. In the extent that you
are making an assumption that the response time is somehow different than it could be
if there were no construction work there, I am going to ask Chief Mohr to address that.
We have a contingency plan developed.
CD
(O Chief Mohr said what we planned and what was stated at the last meeting is that we
will continue northbound like we always do according to plan, we would have to enter
Q from Metro Park. It will add about a minute to a minute and a half to our response
z time. On average, it is 2 minutes to get to your neighborhood. We also have
C Willoughby Hills coming from the north that would come southbound on S.O.M.
? Center Road that would enter Hickory Hill via that entranceway to proceed to whatever
address that the emergency would be at.
Mrs. Marquardt said she thinks the bottom line is, as the Fire Chief has said, that still
adds a minute to a minute and a half, which as you saw in the film, does make a
difference in terms of property.
Mayor Rinker said it is hard to predict exactly what the status of the excavation work is
going to be. Where there is any excavation work on S.O.M. and Wildwood, no matter
what traffic pattern we talk about is going to affect the ability of any equipment to get in
on Wildwood. That we cannot change; that's the nature of the work that's performed.
But apart from any physical barrier that is there, if there is no physical barrier, then my
understanding is we will be able to respond.
Chief Mohr said sure, if there is no physical barrier that we can't get our trucks through,
we can go down Wildwood. ,
Mayor Rinker said we have looked at this and Chief Mohr has. He does not think there
is anybody more conscious of the need to coordinate a quick and effective response
time. Looking at the work that has to be performed, we have to look at the physical
characteristics of the intersection regardless of traffic pattern. That is unchanged. That
is being looked at carefully and will be handled appropriately. All I am saying is that
has nothing to do with the actual traffic configuration. The ability of the response time
has to do with the physical work that is being performed at any given time.
Teff Pitrone, Wildwood Trail, asked how long it will take, on Friday at 4 p.m., to get a
heart attack victim to Hillcrest Hospital?
Chief Mohr said he can see his concern; we would respond to a heart attack as he
suggested. What we will do, in coordination with the Police Department is that they are
