70 <br />Regular Council Meeting <br />3/21/94 <br />Page Eight <br />going to position a squad car at the intersection of Highland at S.O.M. We will proceed <br />to the emergency like we would normally handle any emergency in this town. We <br />would handle the emergency, and then when we would be coming back southbound to <br />Hillcrest Hospital, we will radio (we have a radio systems that all cars can talk <br />together), that they would know immediately when we are leaving the house to <br />proceed up Wildwood or Metro or any of the other side streets to proceed up that <br />intersection to get back to S.O.M. Center Road in which the police is going to stop traffic <br />to allow us to continue on southbound. A resident asked if there will be a policeman there 24 hours a day. <br /> <br />Chief Mohr said, if there is an emergency. <br />A resident said he thinks this is completely backwards. Traffic should probably go <br />southbound because we can't get to our City Hall, we can't get to our nearest hospital, <br />we can't get to I-271 without a major detour. If the traffic were to go the other way, <br />going back home from wherever we are isn't a big problem. Going to wherever we are <br />going could be a big problem. If we are going to go north, we could always go out on <br />Metro Park, it is not a big deal. He said if the traffic was directed south, he does not <br />think there would be any argument. He thinks the big problem is the traffic going <br />northbound, for whoevers benefit that it is. It is certainly not the benefit of the people <br />living in that area. <br />Mr. Cappello said the reason why traffic was maintained northbound, and I think what <br />Mr. Overmyer did was because the Village Hall is south of the construction, so they <br />would be heading north in a normal traffic pattern so if there was a fire or accident in <br />Aintree North, that they would be traveling north not against any traffic, and get there <br />quickly. <br />A resident asked if they would consider shutting down the bike path and using it for an <br />emergency road. <br />Chief Mohr said we can't use the bike path. We would collapse it with our trucks. It is <br />not wide enough. <br />Lt. Jay said it is a matter of traffic movement. He learned from the traffic and consulting <br />engineers that did these plans that two factors were: emergency response in a <br />northbound direction, and the detoured traffic is going to be making right turns. <br />Because this is a State highway, they have to detour the truck traffic onto other state <br />routes, therefore, the southbound detour will be set up for trucks at Chardon Road. He <br />said most of you have the maps and you will see that is how the detour is set up.
