120 <br />Special Council Meeting <br />4/10/94 <br />Page Eighteen <br />one that is paramount. I would request that Council hold off for a week on this. You <br />should be aware that Council was willing to look to spending additional dollars <br />primarily from a standpoint of convenience as well as safety simply by reducing the <br />time period. The quicker we can get the job done, it kills two birds with one stone (the <br />matter of inconvenience and the matter of safety.) I am asking to set that aside right <br />now and strictly look at the safety factors and whatever plan might come, although I <br />think we have pretty well exhausted the options here, and let safety be the bottom line. <br />Mr. Basil Russo addressed Mayor Rinker and asked if you are going to recommend to <br />Council and the safety forces and the engineer that they take a second look at this <br />matter and that they reconvene on it next week. Number one: will a committee of <br />residents be allowed to participate in those meetings so that we can hear first hand <br />what's going on, so that we don't learn about it after the fact again. Number two: are <br />we going to keep the intersection open for the week so that we don't have to put up <br />with this safety problem and inconvenience until Council makes a decision, since <br />Council feels they need an extra week to decide? <br /> <br />Mrs. Cinco asked Mr. Cappello the reasonableness of keeping this open for another <br />week. <br />Mr. Cappello said we will talk to the contractor and ask him what his schedule is to see <br />if he will be able to accommodate that. We are looking at a day or two before they get <br />to the intersection with the sewer anyway depending on the weather. . <br />Mayor Rinker described his understanding of how the project is scheduled to progress. <br />Mr. Russo asked when is this next meeting going to be scheduled so that we know <br />when Council will take a vote. <br />Mrs. Cinco said Council is scheduled for Monday, Apri118, at 8 p.m. <br />Mayor Rinker said I am not the Council President and i fully expect that there would be . <br />a vote because as I have told you, I want to bring this thing to a close. Leaving it open <br />and speculating at all the worse things that can happen does very little to promote good <br />feeling amongst any of us. We are all in this together. It is not easy to make a decision <br />that is unpopular, but the intention has been to be sure that we are doing this <br />responsibly. The request that I have made tonight is consistent with that. Safety has to <br />be the ultimate issue.
