119 <br />Special Council Meeting <br />4/10/94 <br />Page Seventeen <br />Mr. Russo said we were led to believe that you were going to vote on legislation. I am <br />very confused. Mr. Fixler told us he was prepared to support the legislation. Are you <br />prepared to support the legislation, Mr. Fixler. <br />Mrs. Cinco said this meeting was for your convenience. We were going to have the <br />CD meeting at Caucus. <br />CC'7 <br />CY) Mr. Ehrhardt said he was told by Mark that a vote would be taken. <br />z Mrs. Cinco said I have the floor. This meeting was to have been this previous Monday. <br />C I called Mr. Russo to schedule it for tonight saying the public meeting would be tonight. <br />C There was not, from my mouth, a promise of legislation. <br />A resident (Nikki McPolin?) said isn't Mr. Fixler a member of this Council? Does he not <br />represent what you all said? Because, I think Mark is a pretty credible guy, so if he said <br />there would be legislation... <br />Mrs. Cinco requested a recess. <br />Council recessed at 9:45 p.m. <br />Council returned at approximately 9:55 P.M. <br />Mayor Rinker said I am making a request of Council. Throughout the discussion over <br />the past several weeks, and I have not varied from this, my concern has been safety. <br />Having believed that safety was an issue that had essentially been put to bed with this <br />proposal, the discussion about any alternative to me has always appeared <br />predominantly an economic issue. I do not elevate economics over safety. But, I <br />certainly have tried to look at this in talking of my recommendations to Council. I have <br />felt that we need to temper our decisions by being responsible in how we spend our <br />dollars. But the given in all of this discussion, in my mind, has been one of safety. It is <br />clear from tonight's meeting that whatever I have said, whatever I say about the issue <br />people are not satisfied. I recommend that Council take an addition week. I would <br />direct the Law Director, my Police Chief, Fire Department, Traffic Safety, and anyone <br />else who has knowledge that we can trust to review the entire package. The decision, <br />the bottom line, will be one of safety. It will not be one of convenience or <br />inconvenience. I have tried to make it clear that we have been mindful of that. I <br />commit to you that the safety matter is of utmost importance for that reason. Especially, <br />given the emotion tonight. No one will walk away from here feeling that we have <br />resolved anything if we don't do what we can to assure you that the safety issue is the
