The fact of the matter is, there is a gross <br />misrepresentation being made that this makes it safer, that somehow going out <br />Highland is safer. That was not the discussion the other night. That was not the <br />conclusion the other night that it was safer. If you are saying that it was represented as <br />being safer, you are definitely misstating it. So, in response to your question, I said that <br />the dollars alone did not justify it. That if it cost the same that I would think that <br />Council and I could go along with it, that we could recommend it. But, that was not the <br />fact. It is not safer. People are here tonight and are applauding every time a <br />representation is made that by going out Highland it has been safer. Fundamentally, <br />the difference between the plan that we have in place and the proposal to go out <br />Highland is that going out Highland is more convenient. It is not safer. The fact of the <br />matter is that by lengthening the period of time, it is not safer. <br />A resident said you have misled the people on that as well. You gave them the <br />minimum and the maximum times before. The contractor told us that if everything <br />went well, he could have the entire project done with Highland Road open west in 60 <br />days. <br />Discussion was held about the calculation. <br />Mayor Rinker said if we add on the Highland escape route, that would be at best an <br />additiona115 days. The fact remains that it adds time. By adding time, you increase the <br />chance for something bad to happen anywhere around that project. <br />Mr. Basil Russo said I was told and the representatives of the committee were told that a <br />piece of legislation would be before Council. <br />Mayor Rinker said the Mayor told you that the Mayor would recommend to Council to <br />have a meeting. I said that you would have a chance to speak. I wanted to do it <br />Monday night since the project was starting. You said you can't do it; you were going <br />to be out of town. I said, let's do it Tuesday night. You said, Mayor, I will be on <br />vacation out of town for the week. I said, do you want to wait until Sunday night after <br />we have started this project. You said you wanted to be there. In fact, we set it for <br />tomorrow night. <br />Mr. Russo, said then she couldn't make it; so we moved it back to accommodate her. <br />Mayor Rinker said that is right. I think it made sense that the President of Council be <br />present for the meeting.
