103 <br />MINUTES OF A SPECIAL MEETIlNG OF COUNCIL <br />Mayfield Village <br />Apri110,1994 <br />The Council of Mayfield Village met in Special Session on Sunday, Apri110,1994, at <br />eight-thirty p.m. 8:30 p.m. in the Council Chambers at the Village Hall. Council <br />President Joanne Cinco presided. <br />? <br />CO ROLL CALL: Present: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Fixler, Mr. <br />? Flynn, and Mr. Stephens <br />z Absent: None <br />? Also Present: Mayor Rinker, Mr. Cappello, Chief Stevens, and Miss Heath <br />Mrs. Cinco called the meeting to order at 8:30 p.m. <br />Mrs. Cinco said the reason for the meeting tonight is to give residents of the <br />Highland/SOM area a chance to speak to Council to address their concerns with the <br />construction work there. Mrs. Cinco said this was at the request of Mr. Russo. She <br />asked if Mr. Russo wished to begin. <br />Mr. Basil Russo. 6858 Deel2wood Lane, said I and many of his neighbors are here this <br />evening because we are concerned about the situation that exists with respect to the <br />intersection of SOM and Highland roads. We are concerned that planning went on for <br />over a year and, during that time, no one from city hall contacted any of the residents in <br />the community to find out how we felt about the project and to afford us the . <br />opportunity to have any input into the decision-making process. We are concerned that <br />the city engineer under-estimated the budget for this project by $100,000 initially. As a <br />result of him under-estimating the budget, the city had to scramble to figure out where <br />it was going to come up with the additional dollars to make the project go. Mr. Russo <br />said we understand that a grant was attained from the County to cover the majority of <br />that cost. It appears we are being asked to pay the price for that by being put in a <br />position where our safety is being jeopardized and we are being significantly <br />inconvenienced by the design that is currently implemented. Mr. Russo said we are <br />concerned about the manner in which this has been handled up until now. Mr. Russo <br />said we are here as a community to tell you to listen to our concerns and to address <br />them. Mr. Russo cited his theories of the two types of public officials. He said we are <br />here tonight to tell you that we hope you are the kind of public officials that reflect our <br />viewpoint and our viewpoint very clearly is that we want Highland Road left open <br />west, because number one--it gives us an additional two minutes of reduced response
