M:,
Special Council Meeting
4/10/94
Page Six
move construction along as we see necessary to keep this open and going. Mrs. Cinco
said she believed Mr. Fixler wanted to talk.
Mr. Fixler said I am a Councilman-at-large which means I am a representative for all of
Mayfield Village, not just the ward in which I live. I happen to live on Bramblewood
Lane so my family is affected by this as anyone else who lives in our area is. The
conversations I have with the Mayor, the police, fire and service departments over the last few months have been very time consuming and it always comes up to one issue:
safety, but from a different perspective. Most recently, I was informed that our Law
Director had informed us that if we open up the Highland Road access that we are
under increased liability from our standpoint as a municipality. Nonetheless, the efforts
go on and on to try and alleviate the problem this construction is certainly making for
many of us. I will say that I have had more conversations with the Mayor in the last 2
weeks than I have probably had with him in the last 3 years. He has been very
receptive. I have talked with other members of Council that I have not had other
conversations with. I look at this situation of approaching this from a practical
standpoint. A resident who lives on Bramblewood approached me with an idea two
weeks ago about having work crews work longer hours. At that point in time, I didn't
know if it would be workable or not. I just found out shortly before this meeting that it
would be a workable idea. I believe you will find that Council will be willing to expend
several thousands of overtime dollars to get this project done quicker. Instead of a 60
day period of time, it is very possible that this project would be cut down two or three
" weeks. It is not the total answer, but if given the chance of having something or nothing
at all, I would rather have something. I am not a traffic or safety expert. The
. memorandum I have been given recently discusses the safety issue, problems of
?';?i? origoing traffic. There is no question the convenience factor for all of our residents and
your voices are certainly very important. I wish there was something else that we could
do. But I would say, not being the expert, that if someone tells me that the other way is
just not the safest way, the question you have to ask yourself is would any of you want
that responsibility. I can lobby and if we just don' get anywhere, then all your efforts
have gone for naught. But if your efforts go in an area where this body is willing to
expend $5-9,000 for overtime to get this project done, then I believe your efforts have
not only been well received, but I think your efforts were the impetus to get this done. I
just want you all to know something--that there is no perfect situation here. But, given
nothing at all--if this body will not vote on Highland Road, and it takes a majority to do
that--and it won't happen, I would rather have something than nothing.
A member of the audience asked who is the Councilman that represents us--the vast
amount of people in this room? .
Mrs. Cinco said we all do.
