Mr. Ferrante said the Chair is exercising its
prerogative and moving up consideration of Ordinances 94-30 and 94-25 which deal
with the Highland/SOM intersection improvement. By doing this, he said we can
accommodate those who came to the meeting for that purpose, allowing them to leave
at the conclusion thereof while Council considers the numerous other items on their
agenda this evening, if they so desire. Mr. Ferrante asked everyone to please
understand that this is a Council meeting; it is not a forum for public debate or cross-
examination. Nor is it a place for personal attacks, loss of temper or disrespect to our
fellow citizens. The chair will keep order and persons who have been given the floor
shall not be interrupted by anyone during their time period allotted. There will be no
back and forth discussion except if Council so requests it. Anyone who disrupts these
proceedings can and will be asked to leave the premises. On behalf of Council, I ask
that everyone stick to the issues that are before Council this evening and try to avoid
personalities, politics, or other such matters that will not assist Council in coming to its
decision on the important matters this evening. Mr. Ferrante thanked everyone for their
anticipated cooperation. Mr. Ferrante said the first subject on the agenda is
Highland/SOM and he believes Mayor Rinker would like the floor first.
• Highland/SOM Intersection.
