124 <br />Regular Council Meeting <br />4/18/94 <br />Page Two <br />that area. He explained that we cannot get off the dime effectively because we cannot <br />get around these people. We have tried to prevail upon them for months. The word he <br />received this evening was that even in a good case scenario, we are likely looking at <br />another two weeks before these two utility crews will get their job done. The sewer <br />contractor is waiting for the two utility crews to get moving. He said we have tried to <br />cajole and demand, and will continue to do so, but the fact of the matter is that we have <br />"the tail wagging the dog." <br />Mayor Rinker said the plan that he did not think was going to be at all palatable <br />may in fact be the one way that we could try to work around what is being tossed. We <br />are already 10 days behind schedule; we may be about 14 days behind before we can get <br />going full bore. The proposal he has put before Council is to have Mr. Calabrese put in <br />a temporary road on the south side of Highland. By doing so, we are putting in a <br />temporary lane that will allow for work to be done throughout the bulk of <br />this project by keeping Highland Road open. This is the three-phase plan that had been <br />discussed before. We will arrange for a flagman; we think we can arrange that through <br />our Service Department cheaper than Mr. Calabrese. Mayor Rinker said Mr. Calabrese <br />had told us if we adopted this three-phase plan, he would require about $37,000 to do it. <br />Mayor Rinker said he is proposing to Council that we offer to pay $12,000 toward the <br />actual material cost for building this temporary lane. The temporary surface is <br />macadam; about 5' width. Mayor Rinker said we are telling Mr. Calabrese he will have <br />to cover all the other costs (other than the flagman which we will provide.) We are <br />giving Mr. Calabrese an extension of two weeks because that would reflect the <br />increment of time we are being told by C.E.I. and O.B.T. that we will not be able to get <br />anything done effectively. <br />Mayor Rinker explained the details and showed them to Council and the <br />audience on the blackboard. He said we are trying to keep Highland Road open for as <br />long as we can. We are building a temporary road. We feel we have been placed in this <br />position by C.E.I. We are giving the contractor what we think is a realistic period of <br />time to accomplish the work because of the delays that have been caused. However, we <br />are opening up a number of contact points with this intersection that makes it difficult <br />for us with our Police Department to control ingress and egress to maintain the <br />intersection. That is one of the reasons he has not favored opening this thing up. He <br />said he does not think we have much alternative when you look to what the alternatives <br />are. Mayor Rinker said if we find in managing this that the situation is dangerous, we <br />will have to shut things down for safety's sake. <br />Mayor Rinker reviewed a few points to explain the background. One of the <br />safety issues is for residents who live in this area who may need emergency response <br />vehicles to get back in there; with the contingency plan we have in place because of the
