125 <br />Regular Council Meeting 4/18/94 <br />Page Three <br />construction, you are talking a delayed response time in the area of two minutes. That <br />is because of the construction; not because Highland would open or closed. He said the <br />only vehicle that could get in there is a police vehicle. Mayor Rinker explained the <br />emergency contingency plans. <br />(D Mayor Rinker stated that by opening Highland Road westbound, it is not safer. <br />M He explained the two-phase plan. A delay also means that people in the heart of the <br />CO construction area will have to put up with it longer. We have tried to get input from <br />< everyone on whom we have relied. <br />z <br />C Mayor Rinker said as we approach this, we may have a need at one point to shut <br />? down the intersection in total so that we can core one chunk. Apart from that <br />consideration and apart from safety (which we will monitor on a daily basis), the two <br />ordinances we are talking about were alternatives. The first one was to say spend the <br />$37,000 and have Mr. Calabrese go ahead and follow the plan that had been presented <br />in that workshop meeting about a week and a half ago. There is no question that it will <br />keep Highland Road open for a significantly longer period of time, but Mayor Rinker <br />said he is asking you all to bear with him. He said we still have to consider safety at the <br />back end. <br />IVIr. Ferrante said Council will now entertain public comments pertaining to the <br />Highland/SOM intersection. He will permit the public to have one or several <br />spokespersons who will be permitted to speak for more than 5 minutes, but total time <br />for public comment will be limited to 30 minutes in the interest of keeping order. He <br />recognized Mr. Basil Russo. <br />Mr. Basil Russo said we have sat and listened to you for about a half hour and I <br />think a lot of us are still confused as to what it is you told us. Are you telling us that <br />you are going to allow traffic to proceed southbound on S.O.M. Center Road from <br />Wildwood? <br />Mayor Rinker said no; westbound across Highland. <br />Mr. Russo asked Mayor Rinker to specifically tell us what is going to happen. Is <br />Highland Road going to remain open westbound? <br />Mayor Rinker said yes, with the caveat that if we find in maintaining this we feel <br />it is a dangerous situation--if safety dictates that we shut it down, we will do so. <br />Mr. Russo said what you are telling us then is that you accepted the proposal that <br />we presented to you?
