134 <br />Regular Council Meeting <br />4/18/94 <br />Page Twelve <br />Recreation Board - Mr. Stephens reported they met March 16. They discussed the issue <br />of repayment of monies advanced for the lighting. Since then, it has been examined by <br />Mr. Brett and members of the Recreation Board; they have reached an understanding of <br />how that money is going to be repaid. <br />Mr. Brett said as a result of that and another factor, he will be resubmitting the budget <br />for approval. It will probably be about May. <br />Mr. Ferrante said Marty Comella called him tonight in reference to the sewer. Mr. <br />Comella asked if it was coming down Robley. Our answer is not at this time. <br />Mr. Comella (in the audience) said he was just wondering what this overall cost would <br />be per homeowner; how it will be pro-rated per month; how many years; and is there <br />going to be any contribution on the part of the Village, State, County, or Federal <br />government? From what he understands, it is in the neighborhood of $16,000 per <br />dwelling. <br />Mayor Rinker said no one has made any proposal. We know generally speaking that <br />any area that has septic systems now is likely to be slated in the next 5 to 10 years. Now <br />that this trunk line has gone in, and there is another northern trunk line coming in, we <br />can expect that those projects will be going forward. We are currently looking at <br />Worton Park. That 16,000 is probably not out of the realm of reason for a ballpark area <br />for the cost to run the main line into an area in an average of what individual hook-ups <br />will be. For example in the northern end where they have a trunk line, it is a County <br />project. There is a tap-in fee (a one-time charge) that is not charged in other areas. We <br />may even find out that there is some subsidizing going on. We are trying to leverage <br />that as much as we can. There is no question that the connection from house to street <br />can vary. We are looking for any way we can to ease the financing, if there are ways <br />that we can handle assessments at a fair basis--we are exploring all those options. Right <br />now, Robley is not target for a date certain other than we know within the next 5 to 10 <br />years these programs are coming on line. Mayor Rinker said there are mandates <br />coming down from the Federal government that we have to respond to. He believes <br />assessments can be spread over a maximum of a 20 year period. <br />• Aj2proval of Ex?enditure to Cleveland Water Department -$3,328.04 - Mr. Amendola <br />said we have bids now to repair these streets. All costs of opening and plugging up <br />those openings will be borne by the Water Department. Asphalt was just made
