196 <br />Regular Council Meeting <br />7/18/94 <br />Page Two <br />Mr. Samac said he responded every time he received a call from Mrs. Graham. After <br />the Cuyahoga County Sanitary Engineers advised him through Rick Novickis that the <br />problem was solved. He personally viewed the cross-connections via the cameras <br />through the sewer. Those they did correct. He walked the site (on Mrs. Graham's <br />property) after a heavy rain and there was very little debris in the ditch area there. <br />Most of that he would attribute to that type of debris that washed off the street and got <br />washed into the catch basins. Mr. Samac said he talked to Rick Novickis from the <br />County Board of Health who advised that their position is that there is very little of any <br />problem there. There may be some residual sanitary matter existing in the storm sewer <br />that has not washed through yet. He is planning on taking other samples in the very <br />near future to determine if in fact there are any sanitary matters still coming through the <br />sewer. If there is, they will do some more filming. Any cross-connections that they may <br />find, they will correct. He believes the problem is solved. There will forever continue <br />to be some residuals oils that may sheen on water that may stand in a ditch simply <br />because of drippings from cars, the streets. Other than that, the water appears (and as <br />far as the County is concerned at this point) is clean water. <br />? <br />II? <br />Mrs. Graham said the water on their property is filthy and disgusting. There is still <br />sewage in it; it still smells. She spoke to Rick Novickis who gave her the same line. The <br />pipes have been flushed out for a month; she can't see that this would still be from the <br />pipes being flushed out. Her husband is a plumber. He has spoken to several people <br />on the job. Those pipes should have been washed through the first week. There is still <br />a problem. The odor is tremendous. <br />Mr. Samac said he would be happy to meet her there tomorrow morning at 8 a.m. He <br />viewed that site within an hour after the time she called and there was not even a lunch <br />bag full of debris in that ditch. <br />Sgt. Schutt arrived at this time (8:07 p.m.) <br />Mayor Rinker said we have a limited availability to be able to clean out the problem <br />itself. We prevailed upon getting these different agencies in there. When it is from a <br />point source from outside our borders, we have limited ability. Mayor Rinker said he <br />wants to send a letter to the various agencies (including Mayfield Heights) alerting <br />them to the problem that has been identified, what we understand has been done to <br />take care of it; that we understand there is a continuing problem that has been <br />expressed by Mrs. Graham. Mayor Rinker said he thinks this is as much as we can do to <br />keep on top of them and get a report back from them--if they find anything more--what <br />else they can do. We look to you (Mrs. Graham) to keep telling us what is going on so <br />that we can maintain that log. Ultimately, what gets these people to respond is
