197 <br />Regular Council Meeting 7/18/94 <br />Page Three <br />information about what is being found. It helps them to identify where the possible <br />source of this may be. There is a limited amount of what we can do. <br />Mr. Siranko, 6027 Ridgeb?urv. , said there are many times he cannot control children, <br />? children will go toward the edge of it and the dirt is loose--people can slip and fall into <br />? it. He said it is a 3-5' drop. He thinks the problem should be addressed. He thought a <br />M fence was going to be put up or the grade was going to be changed but nothing has <br />been done. He would hate to see his children fall into this ditch and find out who is <br />< going to be responsible for it; he does not think the Graham's should be responsible for <br />z it. <br />? Mayor Rinker said he would disagree; he thinks it is the property owners' responsibility <br />to take care of it. <br />Mr. Siranko said what about pets? It is a health hazard and it is disgusting. He thinks <br />something should be done. <br />r <br />Mayor Rinker said we are trying to identify where any of this has originated. Beyond <br />that, we do not control that system--where it originates we try to deal with it. <br />Sean Graham, 6039 Ridgeburv = said if that property is his, why was he told to not build <br />on it. If he has to take care of the easement, then he can build a garage or breezeway on <br />that easement. <br />Mayor Rinker said his understanding is that the easement specifically is to allow access <br />into the culverted portion period. That is the limit of the interest of Mayfield Village in <br />that particular system. The Village maintains the culvert. <br />Mr. Graham said there are bags and garbage in there now; no one has been out to clean <br />it. <br />Ivlayor Rinker said he has indicated that he wants someone to get out and clean it. <br />Where we feel we have responsibility, we will try to uphold our end of the bargain. <br />Mr. Graham or Mr. Siranko asked about the rats. He said he was told by Mr. Novickis <br />that he has to trap them. <br />A brief discussion was held.
