270 <br />Special Council Meeting <br />11/7/94 <br />Page Two <br />Council President Cinco said Council was polled and she believed they had all <br />expressed approval. A formal motion is needed at this time. <br />Mr. Busa, seconded by Mr. Fixler, made a motion to approve an expenditure of $2,700 to <br />Middlefield Farm and Garden (for purchase of a leaf vacuum.) <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Expenditure Approved <br />Consideration of Variance for Paris Properties at 731 Beta Drive <br />Mrs. Cinco said she believed all of Council was here tonight to hear the discussion <br />during the Planning and Zoning meeting. She said Mr. Paris is here along with a <br />representative of Novacare. Council President Cinco said Council, at this time, needs to <br />take their proposal into consideration. The recommendation was turned down by <br />Planning and Zoning, 5-2. Mrs. Cinco said Council has heard discussion with Mayor <br />Itinker. She asked if anyone had any questions for Mr. Paris and asked for discussion at <br />this time. <br />Mr. Fixler said in hearing the presentation at the last meeting and the discussion in <br />Planning and Zoning, he thinks Council must look at the situation. The current zoning <br />would allow for a much busier parking area and traffic pattern. He said we are not <br />looking at a situation where numerous doctors or nurses would be coming in and out of <br />this building. 1VIr. Fixler said he believes Novacare had indicated they would have 1-2 <br />patients per hour. <br />Deb Singer, Novacare, said four [patients] would be the maximum. <br />Mr. Fixler said he understands Planning and Zoning's concern that it does not meet the <br />Production part of the zoning; that is certainly correct. However, the building has been <br />vacant for a long time. He said that Mayor Rinker had indicated that we have <br />budgetary concerns that we need to fill up some of these vacancies throughout the Village. In this particular situation, he does not think it is opening up a can of worms <br />because we have similar type businesses which go much farther than this. This is not a <br />"medical facility." He views it as a situation that may not fit the exact code, but on the <br />other hand, he does not think it harms. Mr. Fixler said he thinks the variance requested <br />is in order and he does not have a problem going along with it. <br /> <br />? <br />I J <br />? <br />1
