271 <br />Special Council Meeting 11/7/94 <br />Page Three <br />Mrs. Cinco said she understands where P&Z is coming from. The trend now is to <br />service; we are getting away from industrialized times. President Cinco said it is time to <br />look at some of these ordinances, some of the zoning and to start to react to changing <br />times. She certainly has no qualms with this kind of a business going in there. It is <br />much cleaner, there is parking; there is nothing against it. Mrs. Cinco said she believes <br />(D that Council must look at the overall picture of what is coming and where we are going. <br />M <br />? Mr. Basile said the vacant building is not the Village's problem; it is Mr. Paris' problem. <br />z Mr.. Fixler said he understands they will have a payroll of $200,000. We would be <br />C missing out on those payroll tax dollars by not allowing them occupancy. <br />G <br />Mr. Buckholtz asked what reason the Planning and Zorung Commission gave for not <br />recommending approval of the variance request. <br />Mayor Rinker said the predominant reason was because it does not follow code. They <br />feel their role is to look at what is in front of them, and if it does not fit--then they say it <br />does not fit and they cannot recommend it because they are not a legislative body. <br />Mayor Rinker said he does not necessarily agree with that and he is trying to challenge <br />P&Z and Council to review that. <br />Mr. Fixler, seconded by Mr. Buckholtz, made a motion to approve a variance for 731 <br />Beta Drive, Paris Properties, for Novacare. <br />ROLL CALL: AYES: Mr. Buckholtz, Mr. Busa, Mrs. Cinco, Mr. Fixler and Mr. Flynn <br />NAYS: Mr. Basile Motion Carried <br />Variance Granted <br />Mrs. Cinco said they may proceed with Novacare. <br />Mr. Paris said health and human services are getting to be about 20-25% of the <br />economy. <br />Mr. Busa, seconded by Mr. Fixler, made a motion to adjourn. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />The meeting adjourned at 8:28 p.m.
