MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />March 29,1993 <br />7:30 p.m. <br />The Council of Mayfield Village met in Special Session on Monday, March 29,1993, at <br />7:55 p.m. in the Council Chambers at Village Hall. Council President Joanne Cinco <br />presided. <br />ROLL CALL: Present: Mr. Basile, Mr. Busa, Nirs. Cinco, Mr. Ferrante, Mr. Fixler, <br />Mr. Flynn, Mrs. Leppla <br />Absent: None <br />Also Present Were: Mayor Rinker, IVIr. Amendola, Mr. Brett, Mr. Diemert, <br />Chief Mohr, Chief Stevens and Miss Heath <br />Ordinance 1Vo. 93-14, entitled; "An emergency ordinance appropriating funds for <br />current expenses and expenditures of Mayfield Village, Ohio, for the period from <br />January 1,1993, and ending December 31,1993." Introduced by Mayor Rinker and <br />Council as a Whole. <br />Mr. Basile, seconded by Mr. Ferrante, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. ROLL CALL: AYES: All <br /> <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Ferrante, seconded by Mr. Basile, made a motion to enact Ordinance No. 93-14. <br />Mr. Fixler said this is the first opportuniry he has had to discuss this and wants to <br />briefly say some things. He said in looking at 1991 actual and 1992 expenditures and <br />the projections for 1993, the majority of these lines jumped up a lot in 1992 and it <br />appears the projections for 1993 are following suit. Mr. Fixler said he would like to <br />have seen the projections lowered or trimmed back to perhaps a mean between 1991 <br />actual and 1992 actual in an attempt to curb some spending categories. <br />Mr. Flynn said a number of these items have been discussed and there are some <br />concerns with the Law Department. He said an extra sum was allocated for this year <br />which they felt should not have been; it was because of anticipated litigation. <br />Mr. Brett said regarding the budget, he explained it to Mayor Rinker in detail. Mr. Brett <br />said he projected expenses slightly higher and anticipated revenues slightly lower (or <br />conservatively), which allows him to plan for a worst case scenario.
