Special Council Meeting <br />3/29/93 <br />Page Two <br />Mr. Brett said he will fine-tune the budget from that point with input from deparhnent <br />heads, directors, and Council. <br />Mr. Fixler said he believes in the basic philosophy that if you allow "x" number of <br />dollars, in many instances you spend it. He said the detail of this budget is wonderful. <br />Mrs. Cinco said with the police department buciget, there was $89,5231ess than <br />appropriated and $55,000 showed up in the Fire Deparhnent budget, which is proof <br />they are not always spending it. <br />Mr. Busa said he is very concerned about the heavy use of overtime in lieu of hiring <br />personnel full-time. He realizes there are advantages sometimes, but thinks Chief Mohr <br />had a good suggestion--he sees no reason why they cannot sit down in the middle of the <br />year and discuss the progress of the appropriations. Then if someone is in violation, <br />they can stop it before it gets too bad. <br />Mrs. Cinco said six months from now they need to look for some kind of update on how <br />they are holding to the budget. <br />ROLL CALL: AYES: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, and <br />Mrs. Leppla <br />NAYS: Mr. Fixler Motion Carried <br />Ordinance Enacted <br />Mayor Rinker eacpressed thanks to everyone--especially department heads and Phil <br />Brett. He said it was a first-time procedure for all of them to go through it step by step. <br />He said the document was intelligently put together. <br />Chief Stevens said he would like to echo the Mayor's sentiment; Mr. Brett has shown <br />more communication, openness and cooperation with this document than he has ever <br />experienced from a Finance Director. <br />Ordinance No. 93-15,, entitled; "An emergency ordinance establishing the Ordinance <br />Review Committee." Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Ferrante, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br /> <br /> <br />
