Special Council Meeting 3/29/93 Page Two Mr. Brett said he will fine-tune the budget from that point with input from deparhnent heads, directors, and Council. Mr. Fixler said he believes in the basic philosophy that if you allow "x" number of dollars, in many instances you spend it. He said the detail of this budget is wonderful. Mrs. Cinco said with the police department buciget, there was $89,5231ess than appropriated and $55,000 showed up in the Fire Deparhnent budget, which is proof they are not always spending it. Mr. Busa said he is very concerned about the heavy use of overtime in lieu of hiring personnel full-time. He realizes there are advantages sometimes, but thinks Chief Mohr had a good suggestion--he sees no reason why they cannot sit down in the middle of the year and discuss the progress of the appropriations. Then if someone is in violation, they can stop it before it gets too bad. Mrs. Cinco said six months from now they need to look for some kind of update on how they are holding to the budget. ROLL CALL: AYES: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, and Mrs. Leppla NAYS: Mr. Fixler Motion Carried Ordinance Enacted Mayor Rinker eacpressed thanks to everyone--especially department heads and Phil Brett. He said it was a first-time procedure for all of them to go through it step by step. He said the document was intelligently put together. Chief Stevens said he would like to echo the Mayor's sentiment; Mr. Brett has shown more communication, openness and cooperation with this document than he has ever experienced from a Finance Director. Ordinance No. 93-15,, entitled; "An emergency ordinance establishing the Ordinance Review Committee." Introduced by Mayor Rinker and Council as a Whole. Mr. Ferrante, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an ordinance to be read on three separate occasions.
