Regular Council Meeting <br />4/19/93 <br />Page Two <br />The representative said the contractor is a gooci one. He has a vertical boring machine <br />that he prefers to use instead of dynamite (whenever possible.) He cited some of the <br />restrictions for using dynamite (such as making a report is someone is within 300' of a <br />mine shaft to be dynamited). He said if anything happens-like a crack--they will look <br />at the conditions ahead of the blasting and compare them. <br />Mayor Rinker asked if they would be publishing a timetable so people will know the <br />scheduling of the operations. <br />Mr. Kucera said there should be door-hangers. A horn will go off during any blasting. <br />Mayor Rinker requested the schedule indude the times they will be working and what <br />activiYy is anticipated so people will know a weelc or two in advance. He asked that he <br />coordinate through Village Hall so we can let people will know what to expect. <br />Mr. Kucera said Mark Kritzer will be the contact person. <br />Mrs. Leppla asked if they were positive that dynamiting will occur. <br />Mr. Kucera said they are 90% sure there will be some dynamiting. He explained the <br />detonation process. <br />Discussion was held. <br />The representative said they must use dynamite in Highland Heights. They will try not <br />to blast in any of the shafts in Mayfield Village. However, he is not sure if they can get <br />away without dynamiting in the area of I-271 because of the hard rock in that area. <br />They will try the tunneling machine first and if that does not work, they will talk to <br />Village Officials about it. <br />Mayor Rinker asked that they notify us in advance so we may coordinate the best we <br />can. He would appreciate their providing us with the details. <br />Mr. Hovancsek said we wanted to talk to them about the working hours of the project. <br />Mr. Kritzer said their hours are 7 a.m. - 7 p.m. in Highland Heights; 7 a.m. - 9 p.m. in <br />Lyndhurst. He will find out the working requirements for Mayfield Village. There is a <br />shorter time frame for dynamiting.
