Special Council Meeting <br />6/14/93 <br />Page Three <br />Mr. Fixler said the intent of what they were trying to accomplish before was never to try <br />to hold the employees of Mayfield Village hostage or to deny the employees their fair <br />wages. Mrs. Leppla said her intent and her vote was positive, sincere and simple to reimburse <br />Council members for loss of pay or child care expenses when called into litigation. Mrs. <br />Leppla said she would like to apologize to any Village employees for any inconvenience <br />that the veto may have caused them. <br />Mr. Flynn said he felt in this particular case the Mayor had a certain opinion--he did not <br />know if his opinion came from law or his personal feelings. Mr. Flynn said his feeling is <br />that he just about circumvented our Law Director in this particular case. <br />Mayor Rinker said he has never opposed the validity of increases in Council <br />compensation. The fact of the matter is that he saw this as a very gray area. The fact <br />that any compensation or reimbursement tied into an hourly rate is subject to abuse. <br />Mayor Rinker said he had made a point of saying he did not see anyone here that he <br />would expect to abuse it. We do not pass laws with personal nameplates attached to <br />those laws. They are passed with the idea that they will stand for all time. Mayor <br />Rinker said he has never thought that where there was a need on an individual basis for <br />reimbursement of an expenditure that our Charter provisions and our current <br />ordinances don't allow that to happen. 1Vlayor Rinker said he felt this provision was <br />improperly placed in this ordinance. He did not subvert or sidestep the Law Director. <br />He thinks the Law Director made it clear that in substance this is a gray area. Mayor <br />Rinker said he has no dispute with any professed need for increases. He hopes they get <br />this behind them and pass the wage ordinance and open up for objective and intelligent <br />discussion what the real needs are and how they should go about doing it. <br />Mr. Busa suggested they bury the hatchet and go about their business. <br />Mr. Flynn said there is a provision in the Charter that states that expenses by Council <br />and/or the Mayor are authorized through the Finance Director, for travel expense and <br />otherwise. Mr. Flynn stated he would like to have the definition from our Law DirecEor <br />Mr. Diemert of what "otherwise" means. <br />Mr. Ferrante said the provision is on page 9, paragraphs a& b. <br />? <br />.- J
