1Zegular Council Meeting
6/21/93
Page Thirteen
Mayor Rinker said the whole idea is to restore it to a working condition. There is
always a risk that over time we may find problems again. He said this is a positive
effort and encourages Council to promote it.
Mr. Fixler said because these are individual back yards, this is more of an individual
problem.
Mayor Rinker said Mr. Diemert addressed this question in the Voice of the Village two
issues ago. He said they are talking about a collective process dealing with an entire
area. They are dealing with a whole neighborhood--benefiting more than one property
owner.
Mrs. Leppla asked if the Village has asl<ed for any outside estimates to see if it can be
done for less or if our estimate is on target.
Mr. Hovancsek said an estimate was obtained by Gus Amendola from a contractor.
Gus estimated the open ditch portion hiinself. There are not many contractors who do
hand-work in back yards.
Mrs. Leppla asked if the Village maintains any utility easements.
Mr. Hovancsel< said yes. He explained that once you get an easement, you have the
responsibility to maintain it but you also have the responsibility to assess the
maintenance cost to the property owners.
Mrs. Leppla asked if this is the best time of the year for the Service Department to tackle
this project--as far as terrain.
Mr. Hovancsek said not if it rains; if it is normal weather, yes.
Mrs. Leppla asked if there will be any loss of service to the residents of the community
by having the Service Department handle that work.
Mr. Amendola said they had planned to use four men; (they have college help now) and
it will not affect their work.
Mrs. Leppla asked if the property owners could share the cost and help to set a policy
for future projects.
Mr. Hovancsek said that is a legal and administrative decision.
