There is <br />always a risk that over time we may find problems again. He said this is a positive <br />effort and encourages Council to promote it. <br />Mr. Fixler said because these are individual back yards, this is more of an individual <br />problem. <br />Mayor Rinker said Mr. Diemert addressed this question in the Voice of the Village two <br />issues ago. He said they are talking about a collective process dealing with an entire <br />area. They are dealing with a whole neighborhood--benefiting more than one property <br />owner. <br />Mrs. Leppla asked if the Village has asl<ed for any outside estimates to see if it can be <br />done for less or if our estimate is on target. <br />Mr. Hovancsek said an estimate was obtained by Gus Amendola from a contractor. <br />Gus estimated the open ditch portion hiinself. There are not many contractors who do <br />hand-work in back yards. <br />Mrs. Leppla asked if the Village maintains any utility easements. <br />Mr. Hovancsel< said yes. He explained that once you get an easement, you have the <br />responsibility to maintain it but you also have the responsibility to assess the <br />maintenance cost to the property owners. <br />Mrs. Leppla asked if this is the best time of the year for the Service Department to tackle <br />this project--as far as terrain. <br />Mr. Hovancsek said not if it rains; if it is normal weather, yes. <br />Mrs. Leppla asked if there will be any loss of service to the residents of the community <br />by having the Service Department handle that work. <br />Mr. Amendola said they had planned to use four men; (they have college help now) and <br />it will not affect their work. <br />Mrs. Leppla asked if the property owners could share the cost and help to set a policy <br />for future projects. <br />Mr. Hovancsek said that is a legal and administrative decision.
