Regular Council Meeting <br />6/21/93 <br />Page Twelve <br />ROLL CALL: AYES: None <br />NAYS: All <br />Motion Not Carried <br />Bids Rejected <br />• Selection of Appraiser for Evaluation of Whitehaven and Upper 40 <br />Sites for Projected Detention Basin - Mayor Rinker said the Village has <br />received substantial funding to do this project in conjunction with the Metroparks. <br />They had hoped to be able to do this on the property of Village residents; the residents <br />think that the Whitehaven Cemetery property should be considered. This was part of <br />the URS study. We must get information as to the competing property owners' <br />interests. Council does not need a motion. <br />• Computer Equipment for Service Dept. -$4,500 - Mr. Ferrante, seconded by Mrs. <br />Leppla, made a motion to authorize an expenditure not to exceed $4,500 for the <br />purchase of computer equipment for the Service Department. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Expenditure Authorized <br />, <br /> <br />• Walnut/Thornapple Drainage - Motion to Approve an Expenditure <br />of Approximatelv $7,000 ($4,000 labor; $3,000 pipe) - Mr. Lou Hovancsek said <br />on two occasions they visited the site and evaluated the problems. There is a total of 13 <br />affected properties. <br />Mr. Lou Hovancsek said Village employees will provide the labor will be needed to <br />place the pipe at the easterly end and to clean and deepen the ditch. The balance of the <br />work will be done by the contractor. The approximate cost of the pipe is $2,000. <br />Mr. (Steve) Hovancsek said the pipe to be used is a heavy duty plastic pipe (STR 35) so <br />tree roots will not disrupt the sewer system. <br />Mr. Fixler said he thinks a lot of these problems are coming from neglect over the years. <br />He is concerned about the maintenance; he does not want to spend tax dollars then have <br />to go back in (to do additional maintenance) in 5-10 years. <br />Mr. Hovancsek said once the swale is established, the responsibility rests with the home <br />owner; the only tiine the Village gets involved is when it does not flow. <br />
