The proposal Progressive is presenting <br />has anticipated some type of cooperation with Highland Heights-althougli not <br />necessarily. There is a lot of research that has to go on this. His hope had been that <br />Progressive would have been able to give us an updated report, he'd have Steve look at <br />it and provide that to Council so they could get the ball rolling them. <br />Chuck Chokel - Finance Dept. - Progressive Insurance - About 5-6 months ago we <br />realized that we had an issue that we needed to take up. It wasn't just related to the <br />building--it was related to the traffic. About 2 years ago when we were here talking <br />about the building people did ask about the iraffic at that time. We hired a traffic <br />engineer (TraffPro) in 1988. They did a study, took car counts and gave us a written <br />xecommendation that said "you're okay even if you build your headquarters there." We <br />called them back in 1990 when we updated the plans and re-started the project. They <br />did some preliminary work but did not come out and count cars, they did not spend as <br />much money and said, "we think you're okay." On that, we submitted our plans and <br />started to go. As we were building and excavating, more and more people asked us, <br />"are you sure the traffic is going to be all right-- what do you think the car counts are <br />going to be?" We had enough people asking about it, we said all right, let's do this one <br />more time. We hired a different traffic engineer this time--Barton Ashman. They came <br />out and did a car count. That was the first inkling we had that there were a lot more <br />cars on Wilson Mills; not only forecasted to be with Progressive, but now. There are <br />absolutely far more cars than in 1988. <br />Mr. Chokel said we had a problem so we thought we would brainstorm with the City <br />Officials to see what we are going to do about this. A traffic problem at the intersection <br />of Wilson Mills at I-271 involves Mayfield Village, Highland Heights, the Ohio <br />Department of Transportation (since they have jurisdiction over the 271 intersection); it <br />involves the County (since it is a County road) and he has learned it involves <br />N.O.A.C.A. Step one was to say here is what the problem is and get thoughts before <br />we went any further. We got thoughts from each of the five. As you might imagine, <br />they did not synchronize beautifully into one plan that was supported by a115 iniiially. <br />Mr. Chokel said O.D.O.T. told them, "we would like to help you--but our advice to you <br />is don't get us involved--because if you get us involved with I-271, you're talking 3-5 <br />years. You are going to need a solution faster than 3-5 years." Mr. Chokel said he <br />thinks they are giving us good advice. They said, "draw this into Phase I and Phase II <br />(Phase I would relate to Wilson Mills Road Improvements; Phase II would relate to the <br />intersection and on-ramps of 271." We thought that was goocl advice. We shared that <br />with the other people and most people thought that was a good idea. So we embark in <br />detail in trying to figure out Phase I(the widening of Wilson Mills Road.) The problem <br />is that we will have 2,200 cars from Progressive's headquarters and that we will do the <br />best we can to stagger the start times.
