Regular Council Meeting . <br />9/20/93 . <br />Page Ten Mr. Schiavoni said they would lose a year to a year-and-a-half. They are hoping to <br />obligate the Federal dollars for two projects that involve Mayfield Village,at a total cost <br />of $25,000,000 in October--so they can start consiruction in the spring. If they do not <br />have this resolution tonight, they will have to start moving those sale dates back. The <br />noise walls are a separate project from the express lanes. The noise walls will reduce <br />the level of noise by 50%. <br />Mrs. Leppla said she had a number of calls in her ward about the noise also. The <br />biggest concern she has is would you propose to do something that my Fire Chief feels <br />is so unsafe. <br />Mr. Schiavoni said they do not agree with that; they feel they have addressed all the <br />safety concerns. They put a turn crossover on the north end of the project that they <br />originally did not have in the plans. He sent Chief Mohr some information regarding <br />the Incident Management Program they will be instituting in the Greater Cleveland <br />? area. It will probably take 2-3 years before the program is instituted. He explained the <br />incident management program. <br />Mrs. Leppla questioned the 15-minute response time. <br />Mr. Schiavoni said they do not agree with the 15-minute response time--not with the <br />crossover they put in. <br />Chief Mohr said in the wintertime, because they cover the southbound--the response <br />time could be at-least 12 minutes. Their current time is approximately 5 minutes. Chief <br />Mohr said they have addressed the questions they have raised and in his opinion have <br />done the best they can. His contention is that they are removing the current <br />turnarounds they have up there for accessibility to get southbound. If there is an <br />incident (southbound) their travel times will be increased. The turnaround is at the <br />County line and they feel it will be easy enough to get a fire truck through there--he <br />disagrees with you strongly on that. An ambulance--possibly--but you will be turning <br />this vehicle into oncoming traffic to come back. They will be working on a mutual aid <br />agreement with Willoughby Hills--they will be coming southbound where we are going <br />northbound. The safety factor has been his contention all along--of getting to the scene <br />and stabilizing and transporting. That is why he has been opposed to it. <br />Mr. Schiavoni said he agrees with Chief Mohr's action in making agreements with other <br />communities for response time to come from another direction. Those are some of the <br />downs to this type of improvement. You have to take the whole package.
