<br />Regular Council Meeting . <br />9/20/93 Page Eleven <br />Chief Mohr said one of the concerns he had-the camera system is a key concern. A key <br />factor will be anticipating where problems are going to be. <br />Mr. Schiavoni said that is why they are stressing the Incident Management Program. <br />Chief Mohr asked if monies would be available to assist us. <br />Mr. Schiavoni said they will finance the Incident Management Program. <br />Mrs. Leppla asked if they looked at any other plan--such as just adding one lane. <br />Mr. Schiavoni said simply adding a fourth lane would not facilitate the amount of iraffic <br />projected 20 years from now. <br />Mr. Schiavoni said the purpose of the express lanes is to take through traffic through the <br />area. The reason for the number of lanes is based on 20-year designs (required by <br />O.D.O.T.) Since the amount of traffic will be spread over 5lanes, he feels it will make <br />the facility safer. He described the project: there will be a 30' grass median for the same <br />direction, there will be a 4' concrete barrier between opposing traffic. They met all the <br />air quality requirements mandated by law. IVoise was an issue--that is what mandated <br />the noise walls to be consiructed. <br />Mayor Rinker asked about drainage. <br />Mr. Schiavoni said the drainage concerns have been addressed. <br />Mr. Hovancsek explained the location of the detention facility. <br />Mrs. Cinco asked when they need the resolutions passed by. <br />Mr. Schiavoni said they have two projects--one they want to obligate Federal dollars <br />October 1st. The other project--October 15. <br />Chief Mohx said a lot of time false information is given to us regarding the location of <br />an accident. Is there any way that information could come directly to us? <br />Mr. Schiavoni said that would be addressed as part of the incident management <br />concerns. That will be handled as a separate project. <br />Mrs. Cinco asked for a motion to amend the agenda to include Ordinance No. 93-40.
