Regular Council Meeting
9/20/93
Page Thirteen
ROLL CALL: AYES: None
NAYS: All
r--,
?J

Motion Not Carried
During Mr. Flynn's vote--he said regardless how generous the Feds are with our money,
he votes no.
Discussion was held including conversation about the selection of materials for the
noise wall.
Wilson Mills Traffic Update
Mrs. Leppla said she will give an overview of the traffic committee that met tonight of
the residents. The three things they came up with: 1) They are going to talk with
Progressive officials and Mr. Overmyer and hopefully meet as a committee to improve
the traffic on Progressive's site permanently while we are in wait for the N.O.A.C.A.
study and plans to be formulated to make improvements in certain areas of Wilson
Mills Road. 2) One member of the committee will work diligently at this (and they all
are going to continue stressing to N.O.A.C.A. about improving conditions for the
residents. They came with two things on the point of access study that need to be
added. She spoke to N.O.A.C.A. today and we will continue to make sure that the
residents' needs are being addressed. A few of them are going to meet with Mayor
Swanson in the next week or two about getting a traffic light at Joyce as soon as
possible. 3) They seconded Mayor Rinker's concerns that they wish the scope would be
wider than just Lander to S.O.M. Center.
Mrs. Cinco said if Progressive was paying $33,200--if that in any way would sway the
study--which it shouldn't. The other question is if we want to increase the scope, could
we put money into it.
Mayor Rinker said he is eoncerned about the traffic flowing coming down S.O.M. and
Highland--how that can be factored in. He encourages any effort to try to broaden the
scope north and south as well as west.
Todd Zima from the County Engineer's Office said if you widen the scope of the project,
you lengthen the time to study is going to take. As long as the study takes, you have to
consider Progressive will be moving in some 2,000 employees.
Mrs. Leppla said as far as she is concerned if it takes more time to do a better job, she
would like to see it take more time and do a better job.
