MINUTES OF A SPECIAL MEE'TIl?TG OF COUNCIL
Mayfield Village
September 22,1993
The Council of Mayfield Village met in Special Session on Wednesday, September 22,
1993, at 8:05 p.m. in the Council Chambers at the Village Hall. Council President Joanne
Cinco presided.
1ZOLL CALL: Present: Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Fixler, Mr. Flynn,
and Mrs. Leppla
Absent: Mr. Basile
Also Present Were: Mayor Rinker, Mr. Hovancsek and Miss Heath
The meeting was called to consider legislation pertaining to the dual-dual access lanes.
Mayor Rinker said none of us is crazy about all of this. The fact of the matter is we have
, probably gotten as much attention as a community could expect. He has had numerous
discussions with Marty Gallito and Todd Zima. We enlisted a lot of support from
O.D.O.T. and N.O.A.C.A. They are trying to handle numerous problems. The fact that
the County came forward with $90,000 plus shows they are making a concerted effort.
Mayor Rinker urged everyone to pass the legislation. Mayor Rinker said Eric Forsberg,
in the audience, has done a lot of work on this project.
Mrs. Cinco asked if Council wished to address questions to Mr. Forsberg.
Mr. Fixler said he would like to know why they haven't come forward with some kind
of plan ahead of this vote so they could tell residents what they could expect of the
noise barrier (concrete, wood, etc.).
Mr. Ferrante asked about the location for the sound barriers.
Mr. Forsberg said they are shown on the plans by the heavy line. He explained sound
barriers are designed for first floor residences. The wall will vary from 5' to 20 in
height.
Mr. Ferrante asked who will handle maintenance of the barrier.
Mr. Forsberg said the State pays for the maintenance required.
